<br />Ms. Moore-Sykes indicated that the posting was finished and sent to the newspaper <br />today. <br /> <br />Council Member Lee asked why it took three months to prepare a posting. <br /> <br />Ms. Moore-Sykes indicated that Staff searched for a job description in the files and on the <br />computer but was unable to find one. She then said that a new job description had to be <br />created for the position and that took time. She also said that she has had many other <br />items requiring her attention during the same time period. <br /> <br />Council Member Capra commented that she felt it took too long to come up with a job <br />description for a public works worker. She then asked what the requirements are and <br />suggested that it should not have taken as long as it did. <br /> <br />Ms. Moore-Sykes indicated that an entirely new job description had to be created and she <br />and Mr. Palzer worked on that along with their other duties and it was finalized today. <br /> <br />Council Members Capra and Lee indicated that they did not feel the timeframe was <br />acceptable and Council Member Lee said he feels that the posting was critical to make <br />sure the City was full staffed for spring sweeping. <br /> <br />Ms. Moore-Sykes indicated that the posting closes on March 24, 2004 and it takes, on <br />average, approximately 6 weeks for the hiring process. <br /> <br />Council Member Capra indicated that she would like to request an executive session at <br />the end of this meeting to discuss the performance of the City Administrator. <br /> <br />Council Member Broussard Vickers indicated that Council has always relied on the <br />prioritization of the Administrator and, if Council is now questioning that, a work session <br />should be scheduled to discuss it. <br /> <br />Council Member Lee indicated he wanted to have an executive session tonight. <br /> <br />Council Members Broussard Vickers and Paar indicated that it would not be fair to Ms. <br />Moore-Sykes to call an executive session without allowing time for her to gather <br />information in her defense. <br /> <br />Mayor Sweeney agreed and asked Staff to add an executive session to the next Council <br />Meeting agenda. <br /> <br />Mayor Sweeney indicated that the police governing board is interested in a possible <br />purchase of the KCI building for the police building and more information will be made <br />available on that building in the future. <br /> <br />Council discussed the possibility of purchasing the KCI building and agreed to remain <br />open to the possibilities. <br /> <br />Page 100[12 <br />
