<br /> <br />Minnesota Pollution Control Agency <br /> <br />March 23, 2004 <br /> <br />City of Centerville <br />Ms. Kim Moor-Sykes <br />1880 Main Street <br />Centerville, MN 55038-9794 <br /> <br />RE: Submittal of Small Municipal Separate Storm Sewer System Permit Application: <br />City ofCenterville <br /> <br />Dear Ms. Moor-Sykes: <br /> <br />Thank you for submitting a Municipal Separate Storm Sewer System (MS4) Permit Application <br />(Application) and Stormwater Pollution Prevention Program (SWPPf) tothe Minnesota <br />Pollution Control Agency (MPCA). Your MS4 Application and SWPPP' have been reviewed <br />and it has been determined that it meets the baseline requirements established in the MS4 <br />General National Pollutant Discharge Elimination System Permit (fermit). <br /> <br />In order to consistently review each MS4 Application and SWPPP, the MPCA staff developed a <br />MS4 Permit Application Review Check List (check list) which reflects the requirements of the <br />MS4 Permit. The MPCA staff reviewed each MS4 Application and SWPPP using this check list. <br />Since your MS4 Application and SWPPP were found to be complete there is no further action on <br />your part required at this time. The check list is attached to this letter for your information. <br /> <br />As you know, a May 2003 decision by the Minnesota Court of Appeals remanded portions of the <br />MS4 Permit back to MPCA for modification. The MPCA has been working on changes to the <br />Permit. The modified Permit may be public noticed as early as April of 2004 and presented for <br />approval by the MPCA's Citizens' Board, in June or July of 2004. After the modified Permit is <br />approved by the MPCA Citizens' Board, the MPCA staffwill provide a letter to MS4 permittees <br />that addresses the process for SWPPP approval and the MPCA state-wide public notice for each <br />MS4 SWPPP. A revised SWPPP will be due approximately 90 days after the modified <br />Permit is issued. The revised SWPPP should include the modifications to your program <br />resulting from revisions in the modified Permit, any changes due to your internal program <br />analysis and public input. Once the revised SWPPP has been received and reviewed, the MPCA <br />will consider your MS4 SWPPP to be complete and ready for state-wide public notice. <br /> <br />520 Lafayette Rd.
