It is a process iliat changes each legislative <br />session, and substantial changes in 1he scope and number of offenders subject to notification resulted <br />from 1he changes instituted by 1he legislature in 2000. The work continues by individuals dedicated to a <br />fair process 1hat actually enhances commtmity safety, ra1her 1han simply 1he perception of safety. By <br />iliese measures alone, notification has been a success for Minnesota <br /> <br />RECENT CHANGES: <br />Each year since the registration requirements were enacted the legislature in Minnesota has added <br />offenses requiring registration or oilierwise modified ilie law. Each year since the Notificatioo Law was <br />pllSSed changes have also been made to this statute. The most significant changes to date in boili 1he <br />Predatol)' Offender Registration Act and the Commlmity Notification Law occurred during ilie 2000 <br />legislative session. <br /> <br />The sexual assault and murder of 1hirteen-year-old Cally Jo Larson at her home in Waseca in April <br />1999, and the abduction of nineteen-year-old Katie Poirier from ilie gas station where slte was working <br />in June 1999 focused attention on predatory offenders, and ilie number of offenders iliat appeared to be <br />out of compliance wiili existing Minnesota registration laws. The Katie Poirier abduction lllsk force was <br />established in July of 1999 to develop remedies and enhancements to 1he existing laws, and recommend <br />new statutes, if necessary, to ensure better compliance by offenders. In addition, ilie Poirier Task <br />Force considered statutory language that would expand ilie scope of registration to additional offenses, <br />as well as extending 1he time certain offenders would be required to register. <br /> <br />The "Katie Poirier Act" was passed by ilie legislature and signed into law by Governor Ventura This <br />law increases 1he time certain offenders are required to register to 1heir entire life, and for o1her <br />offenders it extends the registration period, if they are convicted for any new offenses, mtil1hey have ten <br />full years of incarceration free behavior recorded. <br /> <br />8 <br /> <br />L_ <br />
