<br />M. <br />,~ <br />, <br />:\/1~~ . <br /> <br />. ......:~'.J.,," <br /> <br />TO: Ms. Moore-Sykes, City Administrator <br />FROM: Teresa Bender, City clerkli~' <br /> <br />SUBJECT: ComprehenmvePrnn(sYAJnendments <br /> <br />DATE: September 8, 2004 <br /> <br />I have researched some of the old records that were stored at the Public Works site in <br />regards to the City's Compo plans. I was able to find a 1980 compo plan and it appears. <br />that it was adopted by Council on June 2, 1982. An update was approved in 1989 and the <br />current compo plan was completed in 1997. <br /> <br />Further research needs to be done to ensure that appropriate public hearings were held to <br />make modifications between the first Comprehensive Plan and the Update. It appears <br />that there were numerous joint meetings between several members of Planning and <br />Zoning, Council, Parks and Rec. and the Economic Development Task Force prior to the <br />update in 1989 with a public hearing held at the Plarming and Zoning level. <br /> <br />There are questions regarding the M-1 district and its inception, in 1980 it was B-1 and a <br />much smaller area; 6805 - 20fu Avenue South, a compo plan amendment in 1986 to <br />rezone from commercial to industrial with the updated compo plan in 1989 notes stating <br />that it was Council's desire to revert the zoning back to B-1; and Uptown Center <br />currently not reflecting a compo plan amendment in 1987 from R-2 to B-1 even though <br />there was a residence on the property until several years ago (2000). <br /> <br />In 1995 legislature was modified requiring a City's compo plan to supersede their zoning <br />map and ordinances in whole or part that contradicted their compo plan would be need to <br />be modified accordingly. This may have something to do with timing of amendments, <br />review and approval of Met. Council and requirements needed for same. <br /> <br />I will be in contact with Met. Council to gather additional information that they may have <br />regarding amendments and what is currently on file with them in an attempt to correct <br />any inaccuracies with the current compo plan and the current zoning map. <br />
