<br />, <br /> <br />MEMORANDUM <br /> <br />To: Kim Moore-Sykes, Centerville Administrator <br /> <br />Cc: PaulPalzer, Director of Public Works <br /> <br />From: Tom Peterson, Bonestroo Rosene Anderlik <br /> <br />Subject: Eagle Pass Addition- outstanding issues <br /> <br />Date: July 19,2004 <br /> <br />At the July 14,2004 City Council meeting, Eagle Pass Addition was discussed, specifically the <br />outstanding issues regarding drainage and sidewalks. <br /> <br />1. The stormwater drainage from the wetland area south of Dupre Road and east of Portage <br />Way flows through a swale between Unit 1 and Unit 8. This is per the original grading <br />plan from 1996, when Eagle Pass was first developed. Dupre Road, along with the storm <br />sewer, sidewalk, etc. was constructed in 1997. When Portage Way was constructed in <br />2002, the same grading plan was used. It appeared that some of the wetland water was <br />supposed to go to the southwest. But several pine trees from the original tree farm were <br />left in-place as a buffer, in the southwest part of the wetland area. The trees are on higher <br />ground which prevents water from running towards the southwest. So when it rains <br />enough, the water rises in the wetland and flows north in the swale towards Dupre Road. <br /> <br />I propose we install a small catch basin in the swale, just south of the Dupre sidewalk. <br />This storm structure will catch some of the water in the swale and direct it underground to <br />storm pipe in Dupre, thereby reducing some of the water that flows on and over the sidewalk <br />at this location. I estimate this will cost $1,000 - $1,500 to install. The City could pay for <br />this out of their storm sewer fund or may elect to deduct it from the developers private <br />improvements escrow account. <br /> <br />2. The Twin Townhome area (Ojibway Drive) has some issues with the lot line abutting <br />with Meadow Lane. The developer has done some clean-up work in the pine tree buffer <br />area, removing fence posts, fence material, and debris. After inspecting the area on <br />7/14/04, there are about 7 old wood fence posts remaining. I did not see any fence <br />material attached to the posts. The weeds were quite high, and I did not see any other <br />debris. I will try to get Swift to come back to remove the posts. <br />
