<br />BOARD OF COUNTY COMMISSIONERS <br />Anoka County, Minnesota <br /> <br />RESOLUTION #2004-89 <br /> <br />DATE: July 13, 2004 <br />OFFERED BY COMMISSIONERS: Berg and Langfeld <br /> <br />. <br /> <br />. <br /> <br />RELATING TO THE ISSUANCE OF A PERMIT FOR ARCHERY DEER HUNTING <br />IN DESIGNATED AREAS OF THE <br />RICE CREEK CHAIN OF LAKES REGIONAL PARK RESERVE <br /> <br />WHEREAS, the Anoka County Board of Commissioners has been informed by the Anoka County <br />Parks and Recreation Department that the deer population in the Rice Creek Chain of Lakes Regional Park <br />Reserve is in excess of an ecologiCally sustainable deer herd; and, <br /> <br />WHEREAS, the Parks and Recreation Department has surveyed the deerpopulation to be in excess of <br />28 deer per square mile in areas of Rice Creek Chain of Lakes Regional Park Reserve; and, <br /> <br />WHEREAS, an excess deer population creates a danger to users of roads and highways surrounding <br />and within the park; and. <br /> <br />WHEREAS, the management goal of the Parks and Recreation Department is to sustain a deer <br />population density of 15 to 20 deer per square mile at the Rice Creek Chain of Lakes Regional Park Reserve <br />based on aerial survey indices and other deer management variables: <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Anoka County Board of Commissioners hereby <br />authorizes the director of the Parks and Recreation Department to issue SO permits for archery deer hunting by <br />state licensed hunters possessing a valid 2004 ADoka County Archery Deer Hunting Permit ($10.00 fee) in the <br />designated areas illustrated in Exhibit A (attached). This pennit is effective from October 16, 2004, to and <br />including December 31, 2004, with certain restrictions. <br /> <br />BE IT-FURTHER RESOLVED that the Anoka County Board of Commissioners does hereby request <br />that the Parks and Recreation Department conduct an analysis of the effect of the permits upon the deer <br />population and that the analysis be conducted after the permit sunset dale on December 31, 2004, and before <br />the uext following deer hunting season for consideration by the county board. <br /> <br />BE IT FINALLY RESOLVED that the Cities of Blaine, Lino Lakes, Circle Pines, and Cenlerville be <br />notified of the passage of this resolution and be provided a copy of il <br /> <br />STATE OF MINNESOTA) <br />COUNTY OF ANOKA ) S8 <br />1, John "Jay" Mclinden.
