Second, the majority of our <br />delivery costs are fixed costs and do not vary according to . <br />the amount of natural gas delivered. The increase in <br />the monthly Basic Charge enables us to recover our fIxed <br />delivery costs on a mote consistent and predictable basis. <br /> <br />Historically, only a small amount of the fIxed delivery costs <br />were collected through the monthly Basic Charge. The net <br />effect of a hlgher Basic Charge and a lower Delivery <br />Charge is a 4.1 percent annual increase for an average <br />residential customer. <br /> <br />If you are a No Surprise Bill. (NSB) customer, your bill <br />amount will not change during the 2003-2004 program year, <br />which ends with the November 2004 bill. Quotes for the <br />2004-2005 program year will include interim rates. If final <br />rates are lower than interim rates, customers who enroll and <br />remaln on the program for 12 months will receive a refund <br />with interest at the end of the program year. <br /> <br />If you are enrolled in the Budget Plan, your quotes were <br />calculated prior to the rate case Iiling and include <br />estimated interim rates.
