'F~ (651) 429-8629 <br /> <br />June 11, 2004 <br /> <br />Michael and Kathleen Johnson <br />7046 Brian Drive <br />Centerville, MN 55038 <br /> <br />Dear Mr. and Mrs. Johnson: <br /> <br />I have been directed by the City Council to write this letter to acknowledge that the <br />City is in receipt of your four letters regarding the street improvements proposed for <br />Brian Drive. <br /> <br />The Council also wanted me to advise you of the public process established for <br />consideration of proposed special assessm~ts. Attached to this letter is a summary of <br />the State statutes that layout the process for public hearings regarding special <br />assessments. <br /> <br />The City is required to hold public hearings in determining special assessments to be <br />assessed to individual property owners. Initially, each property owner impacted by <br />the street project is sent a letter advising them of the date, time and place of the <br />public hearing to discuss the proposed street project and the estimated special <br />assessment for each impacted property. This public hearing is generally scheduled <br />before the statt of the proposed project. <br /> <br />Once the project is completed, a special assessment public hearing is scheduled, <br />usually in the fall, to provide information as to the computation of the special <br />assessments. The impacted property owners are again advised of the date, time and <br />place of this public hearing. Special assessments are established after the project is <br />completed because the City can base these special assessments on actual costs of the <br />project instead of estimated costs. <br /> <br />1_ __ _ <br />
