Motion bv Council Member Caora. seconded bv Council Member Paar to recall the motion aoorovinl! Resolution #04-043 A Resolution aoorovinl! the orooosed 2005 budl!et aDd tax levy establishiol! the date and time for the Truth-In-Taxation hearinl! to consider the same. Tbe Troth-In-Taxation hearinl!s are scheduled for December 8" and continnation date of December 2200 if required. The 2005 levy will be set at 52.000.000 with the exoenditures of $2.408.000 and revenues of $408.000. Vote: Aves - 3. Navs - 1 (Mavor Sweeney). Motion famed 3-1 Mayor Sweeney request for the record his disagreement with recalling the original motion due to the uncertainty of what funds would he needed for a new police building. He felt with the ability to decrease the levy prior to the first of the year this recall was not necessary. Council member Capra stated per the former finance director the first payment for a new police building was factored into the original levy amount and felt by increasing the levy from the original proposed amount would add undue stress by showing up as a 30"10 increase to some of the residents in their City Tax Statements. She also stated the consensus of the council was to keep the tax rate at last years rate including a police building payment, which the former finance director accomplished on the original levy of$I,700,000. Council member Capra stated should we need additional funds we did budget $110,000 for a new public works building that could he redirected to a police building if necessary. Mayor Sweeney felt the council should not consider using those public works funds for the police build as they have already been earmarked for the public works department. Mayor Sweeney also stated previous councils have taken monies away from the public works department over the years and he feels that is not acceptable. Council member Lee stated he agreed with Mayor Sweeney regarding not using the public works building funds towards a potential police building. He also stated he did not believe the building was going to happen at all. He also agreed adding an additional $300,000 to the levy would cause stress to the residents. Mayor Sweeney stated many things have occurred since the August Police Commission meeting that he sees as encouraging towards approval of a police building for the department. Council member Paar stated when he ran one of the biggest issues was the high taxes residents' pay in the City of Centerville. He felt we should not add $300,000 onto the levy if the payment for the building was included in the original $1,700,000. He felt we should approve the levy the former finance director recommended. He also agreed with Mayor Sweeney on not using the Public Works funds for tIllS purpose. He also stated if we need additional monies he would rather hold public hearing for a special levy for the cities police costs.
