<br />Motion bv Council Member Caora. seconded bv Council Member Paar to <br />recall the motion aoorovinl! Resolution #04-043 A Resolution aoorovinl! the <br />orooosed 2005 budl!et aDd tax levy establishiol! the date and time for the <br />Truth-In-Taxation hearinl! to consider the same. Tbe Troth-In-Taxation <br />hearinl!s are scheduled for December 8" and continnation date of December <br />2200 if required. The 2005 levy will be set at 52.000.000 with the exoenditures <br />of $2.408.000 and revenues of $408.000. Vote: Aves - 3. Navs - 1 (Mavor <br />Sweeney). Motion famed 3-1 <br /> <br />Mayor Sweeney request for the record his disagreement with recalling the original <br />motion due to the uncertainty of what funds would he needed for a new police <br />building. He felt with the ability to decrease the levy prior to the first of the year <br />this recall was not necessary. <br /> <br />Council member Capra stated per the former finance director the first payment for <br />a new police building was factored into the original levy amount and felt by <br />increasing the levy from the original proposed amount would add undue stress by <br />showing up as a 30"10 increase to some of the residents in their City Tax <br />Statements. She also stated the consensus of the council was to keep the tax rate <br />at last years rate including a police building payment, which the former finance <br />director accomplished on the original levy of$I,700,000. <br /> <br />Council member Capra stated should we need additional funds we did budget <br />$110,000 for a new public works building that could he redirected to a police <br />building if necessary. <br /> <br />Mayor Sweeney felt the council should not consider using those public works <br />funds for the police build as they have already been earmarked for the public <br />works department. Mayor Sweeney also stated previous councils have taken <br />monies away from the public works department over the years and he feels that is <br />not acceptable. <br /> <br />Council member Lee stated he agreed with Mayor Sweeney regarding not using <br />the public works building funds towards a potential police building. He also <br />stated he did not believe the building was going to happen at all. He also agreed <br />adding an additional $300,000 to the levy would cause stress to the residents. <br /> <br />Mayor Sweeney stated many things have occurred since the August Police <br />Commission meeting that he sees as encouraging towards approval of a police <br />building for the department. <br /> <br />Council member Paar stated when he ran one of the biggest issues was the high <br />taxes residents' pay in the City of Centerville. He felt we should not add <br />$300,000 onto the levy if the payment for the building was included in the <br />original $1,700,000. He felt we should approve the levy the former finance <br />director recommended. He also agreed with Mayor Sweeney on not using the <br />Public Works funds for tIllS purpose. He also stated if we need additional monies <br />he would rather hold public hearing for a special levy for the cities police costs. <br />
