In performing this review, I limited my comments to <br />substantive suggestions rather than general editing details. Policies that I do not reference are <br />fIne as drafted. <br /> <br />1.1 Purpose. The primary goal in this section should be to define obligations on the part of the <br />employees while providing a strong disclaimer preventing the document from being viewed as a <br />binding contract. In order to best accomplish this, I suggest removing the last sentence of the <br />existing policies (N'ct.."'1ing in thie pclic~l ~haJl be !~0nstrued a.s part of an p.mplnyment contract <br />between the City of Centerville and its Employees) and replacing it with greater detail. My <br />second proposed paragraph is intended to have the policies best fit with other documents (such as <br />insurance policies) that will govern a particular situation. My suggested language is as follows: <br /> <br />The information in these personnel policies serve only as a general reference to the City <br />of Centerville's current policies and procedures. None of these rules and policies <br />constitutes a contract between the employee and the City. These rules and policies are <br />not a guarantee of continued or future employment or intended to alter the employment at <br />will relationship in any manner. Employees have the right, with appropriate notice, to <br />terminate their employment at any time, for any reason or no reason, and the City retains <br />a similar right, subject to any statutory or constitutional restrictions placed upon it as a <br />public employer. <br /> <br />Established 1938-An EOE/AA Employer <br />
