All <br />in favor. Motiou carried unanimouslv. <br /> <br />2. Radio-Signal Telemetry Svstem <br /> <br />Mr. Peterson indicated he had provided a memorandum to Council concerning the radio- <br />signal telemetry system and explained that the system would take care of the tower, two <br />wells, and the lift stations. <br /> <br />Mr. Palzer indicated that it would put security alarms on the doors and run the wells. <br /> <br />Council Member Capra asked whether the City's two wells needed to be secured better. <br /> <br />Mr. Palzer indicated that they did and said they would be doing something soon. He also <br />indicated that this system would tie in the door alarms and the well heads. <br /> <br />Motion bv Council Member Lee. seconded bv Council Member Caora to Dreoare <br />plans and bid specifications for the telemetry system for the water tower oroiect. <br />All in favor. Motion carried unanimouslv. <br /> <br />3. Resolution #04-004 2004 Residential Street Improvements Feasibility Study <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Paar <br />to aoorove Resolution #04-004 as presented. AD in favor. Motion carried <br />unanimously. <br /> <br />4. Slaughter House Ordinance #75 <br /> <br />Ms. Moore-Sykes reviewed her Staff report with Council indicating that the R-l zoning <br />designation allows agricultural type uses such as a slaughter house with the condition that <br />the property be at least 10 acres in size. She then explained that there were only a few <br />parcels in the City that would be the appropriate size and then provided some suggested <br />language for clarifying agricultural uses within Ordinance #4. <br /> <br />Ms. Moore-Sykes indicated that the moratorium ordinance expires at the end of February <br />and, if Council would like to amend the language, the ordinance should be extended. <br /> <br />City Attorney Hoeft clarified that if the use is allowed in the R-l district within certain <br />parameters and not mentioned in another zone then it is not allowed unless by variance or <br />special conditional use. He then said that it would be possible to purchase more than one <br />parcel to obtain the necessary size piece of land but, from an economic standpoint, that <br />may not be feasible due to the land costs in the area. <br /> <br />Council Member Broussard Vickers indicated she feels that the City needs to do wording <br />that defines what the R-l uses are and specifically include slaughter houses. <br /> <br />Page 6 of 10 <br />
