. JOINT POWERS AGREEMENT FOR THE TRANSPORTATION INFRASTRUCTURE PLANNING TillS AGREEMENT made and entered into this day of ,2004, amongst the County of Anoka, County of Washington, Cities of Centerville, Forest Lake, Hugo, Lino Lakes, and the Township of Columbus, all political subdivisions of the State of Minnesota. WITNESSETH: WHEREAS, the parties to this agreement, in cooperation with the Minnesota Department of Transportation (MnDOT) and the Metropolitan Council, have a mutual concern for the future of the transportation infrastructure in the area depicted in Exhibit A, attached hereto; and, WHEREAS, said parties are mutually agreed that the safety, mobility, land use planning and funding of the transportation infrastructure for the area depicted in Exhibit A will best be served by coordinated planning and implementation of the transportation infrastructure by the parties to this Agreement; and, WHEREAS, the parties to this Agreement consider it mutually desirable to jointly develop a long range plan for the transportation infrastructure for the area depicted in Exhibit A; and, WHEREAS, the parties agree that it is in their best interest that the cost of said project be shared; and, WHEREAS, Minnesota Statute 471.59 authorizes political subdivisions of the State to enter into joint powers agreements for the joint exercise of powers common to each. NOW, THEREFORE, IT IS MUTUALLY STIPULATED AND AGREED: I. PURPOSE AND GOAL Purpose The purpose of this joint planning effort is to provide benefit to the traveling public and to promote the stewardship of the public infrastructure and future land use development. 1bis will be accomplished through coordinated programming of transportation systems through 2030 by an interactive process such that the transportation system is capable of supporting land use and development in the northeast metropolitan area. The parties to this agreement will proceed with the collection, analysis, and development of a comprehensive transportation system plan for the area, which is shown in Exhibit A, attached. I
