<br />( <br />. <br /> <br />April 28, 2004 <br /> <br />Kim Moore-Sykes <br />City Administrator <br />City of Centerville <br /> <br />re: Rezoning of Property on Cedar Street, Municipal Border <br /> <br />Dear Kim: <br /> <br />I understand that CenterviIle plans to rezone a two-acre property to allow for a concrete <br />plant on the site. Ibis site is on Cedar Street, which forms the Centerville/Lino Lakes <br />municipal border. The Lino Lakes City Council has not discussed this proposed project. <br />I heard about it from a Lino Lakes resident and, as you know, followed up with a phone <br />call to you. Based on the information you related on the phone, I have the following <br />comments. <br /> <br />The Lino Lakes comprehensive plan guides land immediately to the east for industrial <br />use. Currently, the land owner is working with a warehouse/showroom user to develop <br />the site. Our plan guides land on the south side of Cedar S1. for unsewered, low density <br />residential use, which is what is there now. Medium density sewered land use is the plan <br />for lands south of Cedar along the freeway. A heavy industrial use such as a concrete <br />plant poses land use conflicts for both of these uses. Such incompatible land uses should <br />not be located on abutting properties. <br /> <br />The only access to the site is Cedar Street, which is a gravel road. It is not constructed to <br />accommodate large vehicles such as concrete trucks on a regular basis. If this site is to be <br />used for a concrete plant, this road should be improved accordingly. Improvement of <br />Cedar Street will require a cooperative agreement between the two municipalities. <br /> <br />Concrete plants pose the possibility of processing waste water being discharged into the <br />environment. The area includes numerous wetlands and Clearwater Creek. Stormwater <br />management should be examined carefully to protect surface and ground water. <br /> <br />Thank you for the opportunity to comment on behalf of the City ofLino Lakes.
