<br />, <br /> <br />April 21, 2004 <br /> <br />City of Centerville <br />1880 Main Street <br />Centerville, MN 55038 <br /> <br />Dear Mayor Terry Sweeney <br />Council Member JeffPaar <br />Council Member Tom Lee <br />Council Member Mary Capra <br />Council Member Linda Broussard Vickers: <br /> <br />I am writing this letter with regard to the public hearing for the lot split and site plan <br />review of 1337 Mound Trail. My name is Deb Gonsior and I own the property at 1343 <br />Mound Trail, located on the east side of the parcel being reviewed. <br /> <br />I am looking forward to having new neighbors and have no problem with the lot split <br />specifically. I do have two concerns that I hope you will consider as you review this <br />split. <br /> <br />The first concern is in regard to water drainage. I know this is a concern you hear <br />frequently. This property is no exception. When the 5 lots in the leRoux Addition to the <br />east of this parcel were developed, the Rice Creek Watershed would not allow the <br />elevation of those lots to be raised. Mr. Davidson mentioned he would like to put up a 2 <br />story walkout on one of the new lots, which he thought would require raising the <br />elevation 8 feet to accommodate the walkout. I know there is a law that says you can't <br />cause any water to run onto another person's property. I also know this is a big issue in <br />Centerville and that it does happen. I am concerned that complying with the <br />requirements of the Rice Creek Watershed when we built in 1979 will now put us in <br />jeopardy today. <br /> <br />The second concern is in regard to the placement of the homes on lots 2 & 3. As you <br />know, anyone who buys property on Mound Trail is motivated to do so by the lake. This <br />was true when we moved here 25 years ago and it's true today. These property owners <br />want to swim, boat or just enjoy the lake view. The layouts of the homes are oriented to <br />view the lake to the rear of their property. <br /> <br />The copy of the plat that you received for review, shows the Stella home to the west, but <br />does not show the home to the east. It would indicate that the proposed homes on lots 2 <br />& 3 line up with the surrounding neighborhood. This is not the case. I have tried to draw <br />in my home to the west as best I can to give you an idea of how the proposed homes fit <br />into the entire neighborhood. I have also included an overhead photo of the homes along <br />Mound Trail as my sketch is only estimated, and the plat only shows one home on each <br />side. <br />
