miE @ ~ 0 1Il [H~I W JUN 24 2009 W June 23, 2009 Mr. Dallas Larson City of Centerville 1880 Main Street Centerville, MN 55038 By RE: APPROVAL OF 2010 NORTH METRO TELECOMMUNICATIONS COMMISSION BUDGET Dear Mr. Larson: Enclosed, please find for the council's review and approval the 2010 North Metro Telecommunications Commission Budget. The Commission's operating budget for 2010 is proposed at $1,028,078. This is a decrease of 1.3% over the 2009 budget. The decrease is primarily due to a reduction in cable company auditing and legal costs. No COLA increase was budgeted for staff. Budgeted capital costs for 20 I 0 are minimal. They include an encoder for city meetings, routine and necessary computer/software upgrades, a replacement heating/cooling system for Studio A, and the building bond payment. The capital budget totals $267,958. This is a 32% reduction over 2009 capital costs. Franchise fees paid back to the Member Cities are budgeted at $335, 385. This represents a 59% increase over the franchise fees paid to Cities in 2009. The increase is due primarily to the reduction in capital expenditures and other budget reduction measures taken to reflect difficult financial times for our communities. Recommendation: That the Member Cities approve the 2010 Commission Budget as recommended by the Telecommunications Commission and the Operations Committee. The Joint Powers Agreement states, "submitted budgets shaH be deemed approved by a Member City unless, prior to October 15 preceding the effective date of the proposed budget, the Member City gives notice in writing to the Commission that it is withdrawing from the Commission." 12520 Polk Street Northeast, Blaine.
