<br />February 15, 2001 <br />Council Meeting Minutes <br /> <br />Mayor Swedberg questioned whether Council was being asked to approve the <br />Developer's Agreement this evening. Mr. March stated that it was Council's discretion. <br />Mr. March stated he would like to have Mr. Peterson provide an estimate of the costs to <br />complete the western trailway. <br /> <br />Council Member Capra stated she felt the plan was a good plan but felt uncomfortable <br />approving the Developer's Agreement without review. Council Member Capra <br />concurred with Mr. March in regards to providing estimated costs prior to the next <br />meeting. <br /> <br />Council Member Broussard Vickers questioned whether the house to the east would have <br />its front window screened from headlights. Council Member Broussard Vickers asked <br />Mr. Drilling to make sure that the house is screened from headlights even if it meant <br />extending the fence and berm along the eastern property line. Mr. Drilling stated that the <br />fence and berm ended at the window of the house to the east and gave Council his <br />assurance of same. <br /> <br />Council Member Broussard Vickers stated she would also like to see some low-lying <br />Arborvitaes on the exterior of the fence on the Shad A venue. Council Member Broussard <br />Vickers stated that she was fine with the Developer's Agreement and stated she did not <br />want to tie the western trailway to this development. Council Member Broussard Vickers <br />stated the fact that Mr. Drilling is willing to invest in redeveloping the trailway, is above <br />and beyond what the City can require. Council Member Broussard Vickers also stated <br />that the City has no right to ask him to do so as there were no standards in place at the <br />time the trailway was installed. Mr. Drilling has already made a good faith effort by <br />stating he would share in the costs with the City and requiring him to pay for the <br />complete trailway is beyond reason. Council Member Broussard Vickers stated she did <br />not want the western trailway to be contained in the Developer's Agreement. Council <br />Member Broussard Vickers felt that the City made the mistake with the current trailway <br />and not Mr. Drilling. Council Member Broussard Vickers stated that the site plan meets <br />with her approval provided the house to the east is properly screened. <br /> <br />Council Member Broussard Vickers requested copies of the completed Developer's <br />Agreement be included in their packet for the next meeting for consideration. <br /> <br />Council Member Nelson stated her fondness of the location of shrubbery on the exterior <br />side of the fence, as its visibility from Main Street would be likely. Council Member <br />Nelson also stated that she felt the western trailway was a joint responsibility between the <br />City and Mr. Drilling and not anyone (I) party was wholly responsible. Council <br />Member Nelson stated that she would agree with a separate document covering <br />completion requirements of the western trailway rather than containing same in this <br />Developer's Agreement. <br /> <br />Mr. Drilling stated his willingness to enter into an agreement with the City to share in the <br />expenses to repair the existing trailway. <br /> <br />Council Member Travis stated he had no problems with the architecture of the building <br />and he believes that Mr. Drilling has addressed all issues raised and then some.
