<br />February 15,2001 <br />Council Meeting Minutes <br /> <br />7. Resolution #01-004 (Downtown). <br /> <br />Mr. March explained this is just the first step in the formal process as outlined in Chapter <br />429 for assessment and improvement projects. The City received a petition and needs to <br />accept it by resolution. A feasibility study will be prepared as the next step if the Mr. <br />Peterson does not need to update it then Council would accept it at the next meeting and <br />follow the steps as outlined for the process. <br /> <br />Motion by Council Member Travis. seconded by Council Member Nelson to <br />approve Resolution #01-004 (Downtown) acceptinl! the petition for assessment and <br />improvements. All in favor. Motion carried unanimously. <br /> <br />8. Meeting Notices/Dates/Times <br /> <br />Mayor Swedberg explained this item is on the agenda to discuss proper dates, times, and <br />proper noticing for Council meetings. <br /> <br />Mr. March stated one of the suggestions he received was to place the notice of a meeting <br />change on neon colored paper in the front vestibule of the building to draw attention to <br />the notice. He then suggested Council discuss when it is appropriate to change the date <br />of a Council meeting and setting a regular day for workshops. <br /> <br />Council Member Nelson inquired as to the costs to publish the agenda for the Council <br />meeting. Mr. March explained publishing legal notices is expensive and stated he is not <br />sure how much it would cost to publish the Council agenda. <br /> <br />Mayor Swedberg asked Mr. Wilharber his opinion on how to get the word out to people <br />on Council meeting dates. Mr. Wilharber stated that people are creatures of habit and do <br />not like when the schedule changes. He suggested picking a date and time and sticking <br />with that barring an emergency. <br /> <br />Mayor Swedberg noted Council had decided the second and fourth Wednesdays would <br />remain the days for the Council meetings. <br /> <br />Mayor Swedberg noted the notice in the paper should be the same as what is put on the <br />cable access channel. He also suggested advertising the committee meetings and <br />including the topic for the meeting. <br /> <br />Council Member Capra suggested Staff look into the cost to list the topic of the meeting <br />in the newspaper. <br /> <br />Mayor Swedberg stated he was willing to spend a little money if need be to keep <br />residents informed. <br /> <br />Mayor Swedberg stated it was hard for him to get to the meetings at 6:00 p.m., as he has <br />to take vacation time to get here on time. He questioned if it would be all right with <br />Council to move the meeting to 6:30 p.m. He also suggested that whatever time is set for <br />the Council meeting the same time be set for al1 committees within the City. <br /> <br />Page 14 of 18 <br />
