City of Centerville Goals
Adopted May 23, 2001

The Process (continued)

demonstrate success with small pilot projects that can be evaluated for the long
term.

. Infrastructure planning is a major concern of the Council. Maintenance of
roads, water, and sewer facilities must be planned with regular maintenance and
replacement before systems fail. Within this category are items such as a new
watertower, sewer and water line extension, pavement management plan,
surface water management plan, capital improvements plan, and storm drainage
and pond maintenance.

. Traffic management is another goal, but is focused externally towards the State
and Federal Governments. We will ask for assistance in fixing the safety
problems at 135E and Main Street. We will encourage the dialog to build ramps
to connect 135E and 135W at the .Y' north of Centerville. Council will take the
lead on these issues.

. Financial stewardship, budget allocation, and policy are Council's responsibility
and will be discussed regularly throughout the year.

COMMITTEE VISITS AND OPEN HOUSES

In February, Council scheduled meetings with every committee to inform them of the
ideas and solicit input. From these meetings a new document was drafted and
distributed to all committees, city staff and Council on March 19. Comments were
solicited to modify the second draft document.

At the end of March, open houses for citizen input were scheduled for Saturday morning
April 7 and Tuesday evening April 10. Funding was eliminated from the draft document
for the open houses as a discussion of the ideas was important not the budget amount.
Less than 10 citizens offered comments.

Additional Comments from Open Houses, Letters, E-mails:
Members asked at the May 10 Council meeting to review a final document reflecting
comments from the public meetings. Following are general comments from the open
house meetings:
. Is there a process to this goal setting?
. With an increased tax base, why can't property taxes go down?
. How can you afford to increase stipends for committee members?

!'\
