<br />City Council Meeting Min"utes <br />June 13,2001 <br /> <br />Mr. Vanderbeek indicated that he had granted the City an easement when the Hunter's <br />Crossing development came in and was still owed several trees. He then indicated that he <br />is having some flooding problems with the ditch where the developer put down sod rather <br />than leaving it low. Mr. Peterson indicated that the issues with Mr. Vanderbeek's <br />property would be resolved during the construction oftbis new development. <br /> <br />Mr. Vanderbeek indicated he could not believe that two (2) pieces of property the same <br />size could be assessed two (2) different amounts one (l) year apart for the same <br />improvements. <br /> <br />Mr. Peterson indicated there was more than one (1) option for assessments on the new <br />development and noted that there are different costs associated with each new <br />development which led to the difference in assessments. <br /> <br />Council Member Broussard Vickers indicated that different projects have different costs, <br />but noted that they are paying the same percentage of the improvements even though it is <br />a different number. <br /> <br />Mr. Vanderbeek felt that Council needed to standardize the assessments for residents' <br />improvements. <br /> <br />Mayor Swedberg questioned whether the assessment methods have been consistent in the <br />past. . <br /> <br />Mr. Hoeft indicated that the City mayor may not have an assessment policy in place. If <br />an assessment policy is in place, the policy would describe how improvements are <br />typically assessed. Mr. Hoeft stated that the City needs to complete two (2) items. The <br />first is to establish that the method of assessing the amounts was an acceptable method <br />and the second is to determine whether the assessment to the property is less than or <br />equal to the benefit to that property. He further noted that, if the benefit were equal to or <br />less than the benefit to the property, the assessment would stand. <br /> <br />Council Member Capra questioned whether the final numbers for Hunter's Crossing were <br />higher. Mr. Hoeft indicated that they were but also noted the figures from the middle <br />column on the report were the same percentages as used in Hunter's Crossing. <br /> <br />Mr. Hoeft indicated that it is not uncommon to have higher assessments as the costs of <br />the project can change. <br /> <br />Mr. Hoeft indicated the City does not need to use the same method as was used for <br />Hunter's Crossing but indicated that Council may feel it needs to be consistent and do so. <br /> <br />Mayor Swedberg asked if the method used is the common method. Mr. Hoeft indicated <br />that the Hunter's Crossing development and this development are very similar and noted <br /> <br />Page 4 of 25 <br />
