<br />City Council Meeting Minutes <br />June 13,2001 <br /> <br />the total project which is 1,000 feet of lineal water main which means there needed to be <br />property owners totaling 350 feet that signed the petition. <br /> <br />Mr. Bill Bisek, 7098 Centerville Road, indicated he was at the meeting last night and left <br />fairly discouraged with some of the remarks and the actions of some of the neighbors in <br />the area. He then indicated that based on previous research, there has been interest in <br />downtown revitalization. <br /> <br />Mr. Bisek indicated that he feels in order to revitalize the downtown area; the City needs <br />to bring water services to the downtown area. He then noted that the discussion turned <br />ugly and disrespectful to Council and the Mayor and there was very little discussion <br />concerning water. <br /> <br />Mr. Bisek indicated that even though his neighbors felt that the assessment is a major part <br />of the issue, they are also uneasy about the development of the downtown area and they <br />are using same to try and nix the project. <br /> <br />Mr. Bisek indicated he could understand not wanting to pay for something that you do <br />not need but noted that at some point water will be needed and then it will cost more to <br />run water downtown. He also noted that six (6) property owners in his area out of the <br />nine (9) had expressed an interest in receiving improvements. He further noted the City <br />would benefit, as a whole, if downtown were redeveloped and improved. <br /> <br />Council Member Nelson asked if Mr. Bisek had spoke with his neighbors prior to the <br />hearing or if he was surprised by the negative feelings rose at the meeting. Mr. Bisek <br />indicated he was not surprised that his neighbors rejected the idea but noted he was <br />surprised by the behavior that was exhibited. <br /> <br />Mr. Bisek indicated that the downtown is a Mixed Use district and noted that the business <br />owners communicate with one another and attempt to maintain good relations with the <br />residents in the downtown area. <br /> <br />Council Member Nelson asked if Mr. Bisek was waiting for water before doing some <br />updating at Kelly's. Mr. Bisek indicated he had been waiting for five (5) years and said it <br />is frustrating from his standpoint, as Kelly's has no curb appeal. He then indicated that <br />he would like to have a parking lot that does not flood every spring, but said it does not <br />make sense to pave the parking lot only to have to repave it when water does come to <br />downtown. <br /> <br />Council Member Capra indicated that she felt a lot was lost at the meeting based on the <br />feeling ofresidents that the City is planning on developing the Public Works site and is <br />not telling residents what is "really going on". <br /> <br />Mr. Bisek indicated that twenty (20) years ago would have been the logical time to bring <br />water to the downtown area when they did sewer. Council Member Broussard Vickers <br />indicated the City did not have the money to run water at the time it did sewer downtown. <br /> <br />Page 13 of 25 <br />
