<br />City Council Meeting Min.utes <br />June 13,2001 <br /> <br />Council Member Capra indicated that a small portion of the people in attendance could <br />not be convinced that there was not a prearranged plan that the City is not telling <br />residents about. <br /> <br />Council Member Broussard Vickers indicated the City has 3,000 residents and noted that <br />there were 25 people at the meeting. She then indicated that Council represents all 3,000 <br />residents not just the 25 that were in attendance and noted that Council has faced this <br />issue time and again with every development. She further noted that with every issue <br />Council faced with, there would always be some opposition. <br /> <br />Mr. March indicated that when Council holds meetings concerning controversial issues, <br />the City could request to have law enforcement present to maintain order. He then noted <br />that people behind him were making comments that they were uncomfortable due to the <br />hostility . <br /> <br />Council Member Capra noted she felt the Mayor should have been behind the dais in <br />order to utilize the gavel and maintain order. <br /> <br />Mayor Swedberg indicated that more research was needed in order to find a way to come <br />together and be reasonable. <br /> <br />Council Member Broussard Vickers indicated it might not be possible to reach a <br />consensus. <br /> <br />2. 21st Avenue (Joint Powers Agreement & Feasibility Studv) <br /> <br />Mr. March indicated the City of Lino Lakes had forwarded a revised Joint Powers <br />Agreement and Feasibility Report, which had been approved by its Council on Monday <br />evening. He then noted that the agreement is contingent upon Centerville's approval. <br /> <br />Mr. Hoeft reviewed areas of the document that he felt should be modified in order to <br />better protect the City's interests. <br /> <br />Mayor Swedberg indicated he felt the road was designed incorrectly as Dupre Road is <br />wider than they have made 21" Avenue and it is intended to be a major intersection. He <br />then indicated that this is one (I) of the reasons he had said he would like to see a traffic <br />management study prior to proceeding. <br /> <br />Council Member Capra questioned who would be conducting the inspections. Mr. Hoeft <br />indicated that according to the document the primary inspections would be conducted by <br />the City of Lino Lakes and that Centerville has the right to comment but has no real <br />remedy. <br /> <br />Council Member Capra suggested containing language that would give Centerville the <br />right to approve the design. Mr. Hoeft indicated he would need to discuss the matter with <br />City of Lino Lakes. <br /> <br />Page 16 of25 <br />
