<br />May 23, 2001 <br />Council Meeting Minutes <br /> <br />Council Member Capra questioned whether the trail would be constructed during Phase I. <br />Mr. Peterson indicated that due to the grading that would need to be done in the area of <br />the trail during Phase II the trail will not be constructed until grading is completed. He <br />then noted there is a triangle piece of trail that will be constructed during Phase I as it <br />would not be accessible after homes are built. <br /> <br />Council Member Capra questioned whether the City could mark a crosswalk on a County <br />road. Mr. Peterson indicated the City would need to ascertain County requirements. <br /> <br />Council Member Nelson questioned whether either the Parks and Recreation Committee <br />or the Planning and Zoning Commission had reviewed the plan. Mr. March explained <br />that the City has not committed to going forward with the project as there has been no <br />final plat approval, no finalized Developer's Agreement, and the MUSA swap has not <br />been completed. <br /> <br />Mr. Hannah stated that the MUSA consultant planned to have the documentation <br />completed by June 13, 2001. He then indicated that he planned to forward the <br />Developer's Agreement to Mr. Hoeft for review within a week to 10 days and that the <br />City should have it for review sometime during the month of June. Mr. Hannah further <br />explained that the final plat should be available sometime mid-June to July 1,2001. <br /> <br />Council Member Capra questioned whether the public hearing could be held without the <br />MUS.A swap approval. <br /> <br />Mr. Hannah explained that the City needed to hold the public hearing and then submit the <br />MUSA swap plan to the Metropolitan Council who should be able to provide an answer <br />within two (2) to three (3) weeks. <br /> <br />Mayor Swedberg asked that Mr. Hannah have documents ready ahead of the hearing for <br />Council review. Mr. Hannah stated he would have documents to Council ten (10) days <br />prior to Council consideration. <br /> <br />Mr. March noted that Council has a copy ofthc 429 process and noted that the feasibility <br />report is the beginning step. <br /> <br />Mayor Swedberg questioned whether Phase III would address access issues for the two <br />(2) properties to the north. Mr. Hannah explained that there would be a connection street <br />named Partridge Place allowing access to Pheasant Lane. <br /> <br />Mayor Swedberg questioned whether the developer needed to build Partridge Place or <br />whether the cul-de-sac could stay. <br /> <br />Council Member Broussard Vickers indicated that the police and fire departments <br />requested that the street be designed that way for access, as it is a feeder street. <br /> <br />Page 7 of 12 <br />
