Council Member Capra stated that she felt that an issue such as that should <br />come to Council and Council should make the contact with the church. <br /> <br />Council Member Broussard Vickers clarified that the Committee has two (2) members <br />that are members of the church and as this is a request to use the land for soccer fields, <br />the Committee felt that it was appropriate to have same contact the church. <br /> <br />Council Member Capra stated she felt the issue should have come before Council. <br /> <br />Council Member Broussard Vickers stated that the Committee saw the issue as strictly a <br />Parks and Recreation issue that they took measures to handle. <br /> <br />Council Member Nelson questioned the comments on Page 5 of the Parks and Recreation <br />Committee minutes that indicated a resident had wanted to rent the softball fields but <br />would not be allowed to. <br /> <br />Council Member Broussard Vickers explained he is a coach who wanted to reserve the <br />softball fields at certain times. She further explained that he is part of the Centennial <br />Little League and there is already a structure they are supposed to use and go through. <br />The Parks and Recreation Committee decided not to circumvent the system. She also <br />noted that the fields were already booked. <br /> <br />XII. ADMINISTRATOR'S REPORT <br /> <br />Mr. March reported he had received a call from a gentlemen interested in a garden plot <br />behind City Hall. He then asked if Council would allow garden plots. <br /> <br />Consensus was to allow garden plots behind City Hall. <br /> <br />Mayor Swedberg noted that, if needed, the Boy Scouts could add dirt and prepare plots <br />one (1) at a time as interest grows. <br /> <br />Mr. March reported that the City would need to reserve a room for the holiday party ifthe <br />City desired to hold the event at Majestic Oaks again this year. He then asked if the <br />event would be enlarged or kept the same size as last year. <br /> <br />Consensus was to retain the same size event as in previous years and to direct Staff to <br />reserve the room for December 14,2001. <br /> <br />Mr. March reported that the tornado siren had been delivered to the Public Works site and <br />noted that Mr. Bennett is working with the electrician to install the siren on City Hall <br />property . <br /> <br />Mr. March reported that he had attended a meeting in Blaine concerning the countywide <br />radio system. He noted that the system would cost approximately $12 million dollars. <br />He then explained that, in the past, there have been federal funds available for funding <br />communication systems, but that may not be the case this time. He further explained that <br />the City could be looking at a cost of between $2 and $5 million dollars for the handheld <br /> <br />Page 11 of 12 <br />
