City Attorney Hoeft reported that the City could place a moratorium on development;
however, the City would be required to perform various studies to determine how
additional development would affect the City. Mr. Hoeft stated that it be beneficial if the
City took a proactive approach by declaring a development moratorium and begin the
studies rather than trying to discourage a developer once they have presented the City
with development plans. A moratorium could last up to 2 Y, years, but rarely does as the
studies are completed prior to the expiration ofthe 2 Y, year period.

Council Member Sweeney questioned the cost of the studies required. Mr. Hoeft
indicated that the City would need to hire outside consultants and felt that it would be
very costly for a city such as the size of Centerville.

City Attorney Hoeft indicated the City does have the means to stop development;
however, suggested that a moratorium not be taken lightly.

XIII. ADJOURNMENT

Motion bv Conncil Member Sweeney, seconded bv Council Member Travis to
adiourn the November 8, 2000 City Council Meetine at 8:30 D.m. All in favor.
Motion carried unanimously.

Transcribed by:

Joan Lenzmeier, Recording Secretary
TimeSaver Off Site Secretarial, Inc.

Page 10 of 10
