<br />Section ~ <br /> <br />PERMITS, FEES, INSPECTION AND INDEMNIFICATION <br /> <br />i <br />j <br />'-cj <br />,':i <br />J <br />" <br /> <br />Sec. 3.1. Permits Required <br /> <br />Except as otherwise provided in this code it shall be unlawful for any person to erect, con- <br />struct, enlarge, move or convert any sign in the city, or cause the same to be done, without first <br />obtaining a sign permit for each such sign from the Administrator as required by this Code. <br />These directives shall not be construed to require any permit for a change of copy on any <br />sign, nor for the repainting, cleaning and other normal maintenance or repair of a sign or sign <br />structure for which a permit has previously been issued, so long as the sign or sign structure is <br />not modified in any way. No new permit is required for signs which have permits and which <br />conform with the requirements of this Code on the date of its adoption unless and until the sign <br />is altered or relocated. <br /> <br />Every sign permit issued by the Administrator shall become null and void if manufacture is not <br />commenced within one hundred and twenty (120) days from the date of such permit. If work au- <br />thorized by such permit is suspended or abandoned for one hundred and twenty (120) days <br />any time after the work is commenced, a new permit shall be first obtained to do so, and the <br />fee will be one-half the amount required for a new permit for such work, provided that no <br />changes have been made in the original plans. Such permit may not be unreasonably withheld, <br />providing that proper application and payment of permit fees is complied with. <br /> <br />In emergency situations, work may be initiated and completed without first applying for a per- <br />mit. However, a permit shall be applied for within forty-eight (48) hours after the first working <br />day when work has commenced on the sign. <br /> <br />I <br />'j <br />-, <br /> <br />Sec. 3.2. Sign Contractor's License <br /> <br />(a) Sign contractors to be licensed. No person shall perform any work or service for any <br />person or for any government entity for compensation, in or in connection with the erec- <br />tion, construction, enlargement, alteration, repair, moving, improvement, maintenance, con- <br />version or manufacture of any sign in the city, or any work or service in connection with <br />causing any such work to be done unless such person shall first have obtained a sign con- <br />tractor's license from the Administrator and paid the license fees provided for by the city. <br />or shall be represented by a duly licensed agent or sub-contractor. <br /> <br />(b) Before any manufacturer can engage in the manufacturing of an electrical sign, they must <br />demonstrate the ability to issue the Canadi!ln Standards Association electrical label pert- <br />inent to electric signs or the Underwriters' Laboratory (48), electrical signs specification. <br />or some similar electrical labelling requirement. <br /> <br />~ <br /> <br />Sec. 3.3. Indemnification for Sign Installation and Maintenance <br /> <br />As a condition to the issuance of a business license as required in the City Code, all persons <br />engaged in the business of installing or maintaining signs which involves, in whole or part, <br />the erection, alteration,' relocation, maintenance of a sign or other sign work in or over or im- <br />mediately adjacent to a public right-of-way or public property so that a portion of the public <br />right-of-way or public property is used or encroached upon by the sign installer, shall agree <br />to hold harmless and indemnify the city, its officers, agents, and employees, from any and all <br />claims of negligence resulting from the erection, alteration, relocation, maintenance of a sign or <br />other sign work insofar as this Code has not specifically directed the placement of a sign. <br /> <br />Sec. 3.4. Insurance <br /> <br />Every applicant for a license shall, before such license is granted, file with the Province or State <br />a satisfactory certificate of insurance to indemnify the Province or State, town or municipality <br /> <br />14 <br />
