<br />and not less than ten ($10) dollars for any sign valued at more than fifty ($50) dollars. In ad- <br />dition, when any sign is hereafter erected, placed, installed or otherwise established on any <br />property prior to obtaining permits as required by this Section, the fees specified hereunder <br />shall be doubled but the payment of such double fee shall not relieve any person from comply- <br />ing with other provisions of this Section or from penalties prescribed herein. <br /> <br />(1) On-premise Signs. <br />All on-premise signs visible from a public street shall be calculated at a basis of thirty <br />(30) cents a square foot. <br />(a) The calculation on a free-standing pole, ground, monument or any similar or roof sign <br />shall be based only on one face of the sign. That calculation shall be based on the <br />largest face of the sign. <br />(b) Facia or wall signs: only the copy area as calculated in this Code shall be included in <br />the above-mentioned fee. <br /> <br />(2) Off-premise Signs. <br />Oft-premise signs shall have a fee based at tive (5) cents a square toot. This fee shall <br />relate to only one face at the sign but be calculated on whichever is the largest exposed <br />face of the sign and shall be based on the total changeable copy area of the largest face <br />on the off-premise signs that can be seen at anyone given time. <br /> <br />., <br /> <br />Sec. 3.11. Sign Permit Appeals <br /> <br />(1) Appeai from deniai of permit. Appeal may be taken to the Sign Code Board of Appeals <br />from the Administrator's Denial of a sign permit. <br /> <br />(2) Appeal from failure of Administrator to grant permit within thirty (30) days. The Admini- <br />strator's failure to either formally grant or deny a sign application within thirty (30) days <br />of the date an application meeting the requirements of this Code is filed shall be grounds <br />for appeal to the Sign Code Board of Appeals, under the terms of Section 12 of this Code. <br /> <br />~ <br />'@ <br />~~ <br />~ <br />I <br />I <br />~ <br />:>1 <br />1'1 <br />Ii <br /> <br />Sec. 3.12. Notice of Change of Sign Owner or User <br /> <br />Whenever there is a change in the sign user, owner, or owner of the property on which the <br />sign is located, the new sign user, owner, or new property owner shall forthwith notify the <br />Administrator of the change. No new sign permit is required, unless the sign is altered or <br />relocated. <br /> <br />Sec. 3.13. Inspection <br />The person erecting, altering or relocating a sign shall noti1y the Administrator upon completion <br />of the work for which permits are required. <br /> <br />{a} Inspections. All free-standing signs snat! be" subiect to a footing inspection and all signs to <br />a final electrical inspection by the Administrator, <br />'{b) Sign pg.....lt RlOn~"'al and Oc..lH~~ulloll. <br />(1) All signs erected shall be inspe ed every two years to determine that the sign has been <br />maintains 'n such a manner as to ensure that the sign is in a safely maintained con- <br />dition as to e electrical, ructural and material specifications of this Code, and shall <br />be tagged to s signify. <br />(2) Any sign for whl h the t a-year inspection permit has not been secured and the sign <br />duly tagged with ate the appropriate month shall be removed at the owner's expense <br />after thirty (30) da rom written notification. The written notification shall come from <br />the Administrator. <br />(3) Fees for the lw ear inspection permit shall be one-half of the original application fee. <br />(4) Ail Sl ns al ear a t by four (2 x 4) inch label provided by the Administrator which <br />idenHfi t permit numb under which the sign was constructed.
