APPEARANCES/AWARDS <br /> <br />1999 Annual Police Reoort <br /> <br />Chief Joel Heckman reviewed the highlights of 1999 and indicated the police <br />department hired a full time data entry person, the 16th officer for the force and <br />one full-time investigator as of June, 1999. He noted the police department would <br />have a sight located in Centerville in the fall of 2000. <br /> <br />Chief Heckman indicated 1999 brought about a signed agreement for the <br />Centennial Lakes Police Department for Circle Pines, Lexington, and Centerville. <br />He thanked the City of Centerville for their DARE Program contribution for year <br />2000. <br /> <br />Chief Heckman encouraged all residents to be involved with National Night Out <br />and to be involved in neighborhood crime watch groups. He noted reserve <br />officers are needed and appreciated on the force as well. <br /> <br />Council Member Nelson noted the Council sent a letter to the police department <br />regarding speeding within the City and they would like to see speeding tickets <br />given rather than warnings. Chief Heckman stated a memo was sent to each of <br />the police officers as to the Council's wishes but this is left to the discretion of the <br />officer. <br /> <br />Mayor Wilharber asked how the crime rate was at this time. Chief Heckman <br />eXplained the crime rate is down, but is expected to increase as the demographics <br />of the City increase in the age bracket from 10 to 25 year aIds. <br /> <br />Mr. Sievert asked if additional patrolling could be done on 73,d Street for high- <br />speed traffic and children out after curfew. Chief Heckman noted he could call <br />the police at any time and a car would patrol the area. He encouraged Mr. Sievert <br />to also create a neighborhood watch within his neighborhood. <br /> <br />Rav DeVine <br /> <br />Ray DeVine noted he has been assisting in the planning of Fete des Lacs and <br />indicated it would be held on July 28-30, 2000. He indicated he was before the <br />Council to look for volunteers for set up, parking and additional events in two- <br />hour shifts. Council Member Travis noted he would volunteer for setup on <br />Friday. Mayor Wilharber noted he would be available for set up on Friday and <br />would work at the festival and dance. <br /> <br />3 <br />
