<br />Council Member Broussard Vickers asked if residents in the area would be <br />interested in clocking local traffic. Ms. Larson stated she did not feel the <br />residents would be enthused about such a program if it required a large time <br />commitment. <br /> <br />Council Member Broussard Vickers indicated 73rd Street requires strict <br />enforcement of the speed limit with tickets and no warnings. She stated this <br />would give residents a "heads up" that this area is going to be held to the posted <br />speed limit and those not abiding the limit will pay the consequence. <br /> <br />Council Member Nelson stated she would be interested in participating with the <br />hand held radar clocking to protect the neighborhood. Council Member <br />Broussard Vickers indicated she was interested as well and stated the expense <br />would be well worth the consequences of speeding traffic near children at play. <br /> <br />Ms. Larson asked if the radar would be used for a city wide crime prevention. <br />Council Member Nelson stated this would be a program used for all residential <br />streets at all times of the year. <br /> <br />Mayor Wilharber asked if there were legal implications for radar clocking. City <br />Attorney Hoeft stated the City would not be liable for any observation and <br />clocking of vehicles on City streets. He explained the Police Department would <br />be held to the enforcement and the City would only be a resource for the Police <br />Department. <br /> <br />Council Member Nelson stated if she received a letter from the police department <br />she would be embarrassed and would pay closer attention to the local speed <br />limits. <br /> <br />Carol Bacon, I 776_73rd Street, asked if any smaller cities have used radar <br />clocking systems. She explained a greater fear may come out of the current <br />situation if retaliation were to occur for those clocking speeding vehicles. <br /> <br />Council Member Sweeney asked if lowering the speed limit to 20 miles per hour <br />would be the best option for this area without adding a stop sign. Corporal Jensen <br />stated this might slow general traffic and high-speed traffic down to 30 miles per <br />hour. <br /> <br />Ms. Larson asked if speed bumps would be an option in this area. Council <br />Member Sweeney stated speed bumps on a residential street effects emergency <br />vehicle response time and the use of snowplows. <br /> <br />Motion made bv Council Member Broussard Vickers. seconded bv Council <br />Member Nelson to draft a formalleUer to tbe Police Department to state tbe <br />concern for violations on 73'" Street; to ask tbat this area be saturated and <br />heavily ticketed: and that staff place a community notice in the paper for the <br />use of a hand beld radar for community crime watch use to I!:ain community <br />interest.
