<br />Mr. March stated four property owners have already contested the proposed <br />assessments and he noted the developer may have to be addressed on this issue <br />before the development moves forward. <br /> <br />Mr. Woiak stated it would cost him $1,000 to have his site assessed to determine <br />the exact property value gained. He indicated he does not want to see the local <br />residents charged for the benefit gained by the developer. <br /> <br />Council Member Broussard Vickers asked if a larger percentage of the <br />assessments could be placed on the developer. She also asked if there was a <br />precedence set in past developments as to the percentage paid by developers. Mr. <br />March stated this varies on a case-by-case basis due to the terrain and length of <br />services needed. <br /> <br />Council Member Broussard Vickers asked how the 53% was devised. City <br />Engineer Peterson stated that since only half of the roadway is developed, the <br />developer was given 50% of the fee "off the bat." Mr. March stated the developer <br />is aware ofthe assessment fees up front and will still be successful after paying <br />off these fees. <br /> <br />Council Member Nelson stated she would feel the same way as the residents <br />along Centerville Road. She expressed concern for the grading work that has <br />begun. Council Member Sweeney stated this is being completed at the <br />developer's risk and expense. He explained that the Council needs a better grasp <br />of the actual fees before the Council could move forward with this project. <br /> <br />Council Member Broussard Vickers asked if an appraiser should be contacted at <br />this time to look at the assessment and value added to each lot in this project. Mr. <br />March stated this was premature at this time and asked that the Council wait until <br />the plans and specifications are back from the City Engineer. He stated the <br />burden would then be on the developer to get this through with the residents. <br /> <br />Mr. Woiak asked that he be notified of all future discussions on this item. Mr. <br />March stated he would follow through with this request. <br /> <br />VIII. UNFINISHED BUSINESS <br /> <br />Weight Restrictions <br /> <br />Council Member Travis asked if there was a fonnal policy on weight restrictions <br />for the City. Mr. March stated there was nothing in place at this time. <br /> <br />Council Member Travis stated in neighboring communities the Public Works <br />Department deals with these issues and no exceptions are allowed. He stated this <br />system seems to work well because the Public Works Department knows the most <br />about the streets. <br /> <br />Mayor Wilharber stated a fonnal policy could be set by Council for the Public <br />Works Department to follow. Mr. March stated that no exceptions would be an <br />easy policy to follow through with for the City. <br />Page 6 of12 <br />
