<br />; <br /> <br />, <br /> <br />September 19,2001 <br /> <br />To: Planning & Zoning <br />'0 <br />From: Paul Palzer ..~ <br /> <br />The following items in Ordinance #4 require your atj:ention in resolving issues that have <br />been brought to my attention by residents and staff, <br /> <br />1, The zoning map needs to be updated to accurately retlect the zoning lines and <br />eliminate the C 1 zoning, which is not identified in the Comp Plan or <br />Ordinance #4 on page 27, It would also be helpful if this plan had a P, U ,D, <br />overlay identitying those properties, which were developed utilizing this <br />process, <br />2, Division 30: Non-conforming Uses and Structures: page 20: The time frame <br />for an abandon or discontinued use has been extended to 12 months under <br />state statute, <br />3. Division 65: Accessory Structures and Uses: page 24: "For all other <br />properties" should be changed to "For all other properties in the M-l district" <br />Also language should be added to allow a larger detached garage in the R-4 <br />district, maybe up to 440 square feet, which may require modified setbacks <br />from the rear and side lot lines. The combined area of attached garages and <br />accessory structures should be limited to 1200 or 1500 square feet maximum. <br />Accessory structures on the street side yard should be set back the same as the <br />principal structure setback. <br />4. Division 75: Final Grading and Landscaping: page 26: after "grade as <br />specified" the following language should be added "except during inclement <br />weather an escrow shall be deposited with the City as approved in the tee <br />schedule. <br />5. Division 080-100: Industrial District, item "Special Requirements", page 33: <br />This section should be deleted in its entirety as Division 135-140 on page 48 <br />is more comprehensive and complete. <br />6. Division 105: Fences: page 37: A zoning permit should be required for <br />fences, driveways, patios, sheds, plantings and landscaping in the city right of <br />way and drainage easements, retaining walls, sodding after issuance of <br />certificate of occupancy, fill in the floodplain, dog kennels. <br />7. Division 110: Sign Regulations: page 38: This section should be deleted in <br />its entirety. <br />8. Division 135-140: Outside Storage: Residential Districts: item C: page 48: <br />The heading should be changed to include dwelling units in the M-1 District. <br />9. Wording should be included as to the adoption of the Building code along <br />approved amendments by the City. <br />10. Certificate of Occupancy should be required for R -1 and R - 3. <br />
