In any district, more than <br />one structure housing a conforming principal use may be erected on a single lot if yard and other <br />requirements of this ordinance are met for each structure as though it were on an individual lot. Required <br />on-site parking space shall be provided on the same lot as the principal building or use, except that <br />combined or joint parking facilities may be provided for two (2) or more buildings or uses in commercial <br />districts and in industrial districts, provided that the total number of spaces is not less than the sum of the <br />requirements for each building or use. The proposed joint parking space shall be within four hundred <br />(400) feet of the entrance of the use it will serve. A properly drawn legal instrument, approved by the <br />City, executed by the parties concerned, for joint use of the off-street parking facilities shall be filed with <br />the County Recorder's office. <br /> <br />Division 125: Performance Standards <br /> <br />Every use permitted by this ordinance shall be so established and maintained as to comply with the <br />provisions of this section. The Council may require the owner or operator of a use permitted by this <br />ordinance to provide such tests or investigations by an independent testing organization satisfactory to <br />the Council as are necessary to show compliance with these standards. The cost of such investigation <br />and tests shall be shared equally by the owner or operator and the City unless the results disclose non- <br />compliance with these standards; in that event, the entire cost shall be borne by the owner or operator. <br />This provision does not preclude the City from making any investigations and tests it finds appropriate to <br />determine compliance with these standards. <br /> <br />Division 130: On-Site Sewaae Treatment Standards <br /> <br />The installation and repair of individual on-site sewer systems shall be in compliance with Minnesota <br />Pollution Control Agency Rules, Chapter 7080. <br /> <br />A. Permit Required: No person shall install, repair, alter or pump an on-site sewer <br />system without first obtaining a permit. <br /> <br />B. License Required: Installation, repair, pumping and hauling of private on-site sewer <br />systems requires licensing per MPCA Rules, Chapter 7080 as administered by the <br />County. <br /> <br />Division 135: Nuisance Standards <br /> <br />Section 135-010: Odors and Emissions. Odors and emissions from any use shall not exceed the <br />regulations set forth by Minnesota Pollution Control Agency Rules. <br /> <br />Section 135-020: Dust and Particulate. Dust and particulate matter from any use shall be in <br />ompliance with and regulated by Minnesota Pollution Control Agency Rules. <br /> <br />Section 135-030: Noise and Vibrations. Noise and vibrations generated from any use shall be in <br /> <br />Page 44 of 69 <br />
