, Planning and Zoning Commission Meeting Minutes April I , 2003 Ms. Moore-Sykes explained that Mr. Hanson's concerns were if the facility would be a concrete manufacturing facility and, since that is not the case, the questions are not relevant. Motion bv Commissioner Wilharber. seconded bv Commissioner DeVine to recommend to Council approval of the site plan for J and L Construction at 2016 Gatewav Circle pendin!!: Rice Creek Watershed District approval. All in favor. Motion carried unanimouslv. 2. Proposed Amendments Lawn and Garden Watering Ordinance Ms. Moore-Sykes indicated the public works staff would like to amend the ordinance to restrict watering to after 6:00 p.m. on odd and even days based on addresses. Conunissioner De Vine reviewed the ordinance with the Conunission. Conunissioner McLean asked if a new water restriction notice was needed. Council Liaison Broussard Vickers indicated the notice was not necessary for the ordinance and said she would like to use the word may provide a warning so the City is not required to do so. Conunissioner Lakso asked whether new lawns should be added as an exemption. The Conunission asked that language concerning new lawns be added to 4.3. Motion bv Commissioner KIennert Hunt. seconded bv Commissioner Lakso to recommend approval to Council with the amendments. All in favor. Motion carried unanimouslv. 3. Proposed Amendments to Sump Pump Ordinance Ms. Moore-Sykes indicated that the amendments would allow Staff the ability to put in the remote reading information. Council Liaison Broussard Vickers indicated she did not feel it was necessary to provide four notices before fining people. The Commission agreed that two notices would be adequate with a fine on the third notice. Motion bv Commissioner Wilharber. seconded bv Commissioner DeVine to send the ordinance back to Staff to provide notice information and present it to the Commission for review. All in favor.
