<br />, <br /> <br />Planning and Zoning Commission <br />Meeting Minutes <br />January 7,2003 <br /> <br />Ms. Moore-Sykes indicated she saw yearling cattle being housed on site. She then <br />indicated that this was a driving tour of the facility and they had not gotten out of the car <br />but it appeared to be neatly kept. <br /> <br />Chair Hanson suggested the City really look into what happened in Hugo as well as what <br />is going on in South St. Paul. <br /> <br />Ms. Moore-Sykes indicated the City of South St. Paul is attempting to purchase the <br />properties for redevelopment and she did not see residential close to those businesses. <br /> <br />Ms. Moore-Sykes indicated the situation in Hugo was a private property owner had a 20 <br />acre parcel and operated a facility whereby they would do slaughtering for their own <br />needs and for close friends and family. The property was sold and the new owner <br />expanded the business and it created a large controversy. <br /> <br />Commissioner Wilharber commented that there would be a lot of upgrades needed to <br />comply with FDA regulations. <br /> <br />Ms. Moore-Sykes indicated it is not a good site and the building is non-conforming. <br /> <br />Motion bv Commissioner Wilharber. seconded bv Chair Hanson to recommend <br />Council approve an 18 month moratorium for further research. AIl in favor. <br />Motion carried unanimouslv. <br /> <br />VI. CONSIDERATION OF MINUTES <br /> <br />1. December 3. 2002 Planning and Zoning Meeting Minutes <br /> <br />Ms. Moore-Sykes requested a change: Add square foot after 15,000 on the first page. <br /> <br />Motion bv Commissioner Wilharber. seconded bv Commissioner DeVine to approve <br />the December 3. 2002 Meetinl! Minntes as amended. AIl in favor. Motion carried <br />unanimouslv. <br /> <br />VII. UPDATES <br /> <br />Commissioner Wilharber questioned whether the Commission needed to appoint a Vice <br />Chair as listed in Ordinance 72. He then asked whether Commissioner Helmbrecht had <br />contacted the City concerning her interest in continuing to sit on the Planning <br />Commission. <br /> <br />Ms. Moore-Sykes indicated she did not hear back from Commissioner Helmbrecht. <br /> <br />Commissioner Kilian indicated there is no age requirement in the Ordinance and <br />questioned whether there should be. <br /> <br />Page 8 of9 <br />
