W'''J <br /> <br />FROM: <br /> <br />................................................................................. <br /> <br />REQUEST <br /> <br />Mr. Noo Yang is requesting that the City consider revising the City Ordinances to allow <br />slaughterhouses to be a permitted use in the II Zoning District in the City of Centerville. If this <br />l;' ,.......request is granted by the City Council, Mr. Vang is proposing to renovate the metal building located <br />,..,.1lt>6Il6.l<,.;20th Avenue into a slaughter house, which would provide custofrl'hutchering to primarily <br />the Hmong and Vietnamese populations. Currently, this is the site of Reel Manufacturing. <br /> <br />BACKGROUND <br /> <br />Staff met with Mr. Vang on Thursday, January 2, 2003 to discuss his plans for the site. He is very <br />interested in opening a slaughter house to service Hmong and Vietnamese populations in the Twin <br />Cities area. He has stated that he is willing to do whatever is required by the City to make this <br />project happen. Paul Palzer advised him that he would need to get the appropriate licenses and <br />certificates from the various county, state and federal governmental agencies in addition to the <br />applicable building and fire codes. He also informed Mr. Yang that various pennits may be <br />required from Rice Creek Watershed District and the Metropolitan Council and Anoka County <br />regarding the disposal any etlluence, blood, animal fat, etc. Mr. Palzer also indicated that several <br />building modifications may have to be done in order to comply with these above-stated <br />requirements. <br /> <br />Mr. Yang then provided us with a driving tour of two slaughter houses in St. Paul. We did not enter <br />either of the buildings, but did observe that the operations are busy. We also observed live animals <br />being kept on site. Mr. Vang indicated that customers select the animal they wish to purchase and <br />slaughter. He indicated that the animal(s) are killed and butchered while the customer waits. The <br />meat is then taken away by the customer, apparently unwrapped. He also said that sometimes, the <br />customer will purchase the animal and butcher it themselves. <br /> <br />STAFF COMMENTS <br /> <br />Staff has also discussed the issue with the City Attorney, who will also be at the Jan. 8th Council <br />meeting. It has been suggested that the Council consider adopting an interim moratorium ordinance <br />so that Staff and City Council have time to research the issues and receive input regarding this <br />
