He also stated that he discussed with the attorney <br />the discharge section in relation to some ofthe dangerous weapons listed and the City <br />Attorney suggested that those items be removed from the list of dangerous weapons. <br /> <br />It was the consensus of the commission that Section 5.02, Regulations should read "No <br />person shall at any time discharge or use in a manner that may cause bodily harm or <br />property damage any firearm or dangerous weapons upon or onto any lands within the <br />City of Centerville except as provided by this Ordinance." <br /> <br />Mr. Tedd Peterson, 6933 Pheasant Lane, stated that he felt that the limitation of <br />discharging a bow and arrow to 2.5 acres was too high. He stated that he practices in his <br />back yard with the target towards the house and shoots from approximately 20 yards and <br />with this section he would not be allowed to do that on his property. He also stated that <br />he could see addressing juvenile issues in the ordinance, but not a sweeping ordinance for <br />banning archery on lot sizes less than 2.5 acres. <br /> <br />Commission member LaMotte explained that there were problems with minors shooting <br />arrows into people's property without parental supervision. Even after neighbor's would <br />talk to the parents it continued and the property owner's did not have any recourse to deal <br />with this issue. So it was decided that a limit had to be put on the smaller properties. <br /> <br />Commission member McLean stated that the commission obtained ordinances from <br />Champlin, Forest Lake, Anoka, Coon Rapids, Circle Pines, and Lino Lakes in the <br />preparation of this ordinance. <br /> <br />Council member Broussard Vickers stated that ordinances are to provide regulations for <br />what is best for the community as a whole. <br /> <br />Mr. Mike Carter, 6913 Sumac Court, asked what brought up the need for this ordinance <br />and if there are reported incidents reflecting problems with bow and arrows. He expressed <br />that the government is getting too much control on what people can do on their property. <br /> <br />Mr. March explained that the ordinance was brought to the attention of the Planning and <br />Zoning Commission and City Council by the police department. The police department's <br />main concern was not the bow and arrows, but weapons, such as BB guns being <br />discharged in the community and no method of confiscating the weapons. <br /> <br />Commission member McLean moved. seconded by Commission member Shepard to <br />amend the Firearm Ordinance with the cban2es in Section 5.02 and forward the <br />ordinance to the City Council. <br />Aves: Commission member McLean.
