We have reviewed the ordinance and would like to propose an altemative
procedure. Due to recent changes in state requirements under NPDES and the amount of effort necessary to
establish the erosion control priority map, we propose developing a new erosion control ordinance and submit the
following proposal for your consideration.

INTRODUCTION
As you may already know, an ordinance or regulatory mechanism to control erosion and sediment from construction
activity is required for the City of Centerville by March 10, 2005 by the NPDES Phase II MS4 General Permit. We
have outlined the necessary tasks and estimated the project cost below.

TASKS

1. Kick-off Meeting - Discuss project goals, schedule, and outline of proposed ordinance.

2. Draft Ordinance - Prepare draft erosion and sediment control ordinance language based on certain criteria.
a. Existing City ordinances and policies
b. Watershed organization requirements
c. NPDES Phase II requirements

3. Review with City Staff - Review meeting by City staff and City Attomey to address comments or concems.

4. Revise Draft Ordinance - Address and incorporate City staff comments into revised ordinance as needed.

5. Final Ordinance to City Council - Prepare and submit final erosion and sediment control ordinance to City
Council for final approval and adoption.

COST ESTIMATE
To complete the above tasks the total project is estimated at $1,200

ESTIMATED SCHEDULE
The City is required to complete this ordinance by March 10th, 2005. Given the short deadline, we would like to start
on this work immediately given your approval.

Thank you very much for the opportunity to propose the above services. If you have any questions, comments, or
concems with the proposed tasks or cost estimate, please give me a call at your earliest convenience. (651) 604-4792

Bnm,-<<trnn. Rn..rm".
