MEMO

12 January 2005

To:

Teresa Bender, Co-Administrator
Paul Palzer, Public Works Director/Building Of:fici~
Re: CSAH 14 Meeting Synopses
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

From:

At the CSAH 14 meeting today the following items were discussed by the representatives
at the meeting.

The County would like to have their first meeting with the City on the 26th at 5:30 p.m.
TIris would be the first of a series of meetings to fmalize issues on the project. The
County will be presenting a draft of the memorandum of understanding (MOD) for the
City to review.

The 21 st intersection was discussed in some detail and the County needs MNDOT to
agree to a intersection configuration for 35E so that this issue can be fmalized. An option
for a intersection at the off ramp location and an access road to the south of main street
could be a possibility versus the % turn currently being proposed at 21 st Avenue.

The County informed the Cities that a new federal grant may be available for landscape
and lighting enhancements along main street in the amount of up to $1,000,000.00 per
project. The County is willing to assist the City in applying for this money. There is a
20% matching fund requirement and the City may have to front this money until 2009
when it is proposed to be released. This funding is currently in the public hearing stage
and will hopefully be finalized in 2005.

The consulting firm SRF has provided an updated scheduling and cost estimate for the
project. The preliminary costs do not include right of way acquisitions or any of the
engineering costs involved with the project.

City utility work included with the project ~ould be the expansion of the watermain from
Progress Road west on Main to Centerville Road, south to Sorel Street with stubs
extending to the r.o.w. limits to the east and west. Also it would include replacing the
forcemain line from lift station #1 to Peltier Lake Drive which is cast iron and over thirty
years old. The adjustment of hydrants and manholes are also included.
