<br />Creative Solutions for Land Planning and Design <br /> <br />Hoisington Koegler Group Inc. <br /> <br />WI3 <br />RlD <br /> <br />03 January 2005 <br /> <br />Mr. John Meyer <br />Finance Director <br />City of Centerville <br />Centerville, Minnesota <br /> <br />RE: Proposal for Redevelopment Plan <br /> <br />Dear Mr. Meyer: <br /> <br />Hoisington Koegler Group Inc. is pleased to present this proposal to the City of Centerville to provide <br />planning services for the City as it plans for the challenges and opportunities presented by proposed changes <br />to Main Street (Anoka County Road 14). HKGi has a great deal of experience working with downtown <br />communities to define a vision that can be shared by all stakeholders and to strategize enhancements based <br />on that vision. As the enclosed proposal will indicate, HKGi has performed numerous downtown and <br />redevelopment planning projects for cities in Minnesota, many of which were facilitated by major changes <br />to roadway infrastructure. A key feature in each of these projects is a process that places stakeholders at the <br />center of the planning process. Through the involvement of the people of Centerville, we can help ensure <br />that the redevelopment plan will reflect their values and spirit. <br /> <br />Placing people at the center of the planning process also helps gain the support of those most affected by the <br />changes that may be found in the plan. Public support is essential in order for the plan to be implemented, <br />and the true hallmark of a planning project's success lies in its ability to be transformed from ideas on a page <br />to action on the city's streets. Because our work in downtowns places a strong emphasis on <br />implementation, we have included team members who will be able to directly address the issues of market <br />reality and public finance. <br /> <br />For this project, HKGi will work collaboratively with the McComb Group and the City's consulting <br />engineer Bonestroo Rosene Anderlik and Associates. HKGi has an extensive list of projects where we have <br />collaborated with these firms either directly or indirectly. It is also important that all firms share a common <br />philosophy about working ,vith people - we believe that people have much to share that benefits the <br />planning and design process, and they have an obligation to participate in defining their future. <br /> <br />We are excited by the challenges we see in this project and we look forward to discussing our credentials <br />with you in greater detail.
