The City of Osseo is a small town and historic village located along County
Road 81, a major highway corridor that connects directly to downtown
Minneapolis. CR 81 has been studied as one of the major transit corridors
in theTwin Cities, the Northwest Corridor, with a potential station located
near downtown Osseo. Osseo's proximity to rapidly developing suburban
communities, has forced the community to face numerous issues, including
maintaining a vital downtown retail core, managing high volumes of traffic,
and preserving the character of downtown Osseo. A consultant team led
by Maxfield Research, in collaboration with HKGi and Meyer Mohaddes
and Associates (MMA), has been retained to evaluate these challenges and
develop a strategy to help achieve the community's vision of preserving its
small town character.

HK Gi completed a physical inventory of the land use patterns and urban
design patterns in downtown Osseo and along the Highway 81 corridor.
This inventory was used to help identify potential redevelopment areas.
Working directly with Maxfield Research and MMA, HKGi integrated
traffic and parking issues with the GIS data base in order to evaluate the
relationship between land use and transportation. As the project continues
to evolve regional market perspectives will be combined with the physical
land use and traffic analysis to determine plausible strategies to enhance
and position downtown Osseo for success.

Underutilized parreJs were
identified using the GIS parcel
database that mapped such factors
as Roor area mtJos, parlc/ng
availability,propertyvaJues.
bUilding conditions, land US"e,
vaamq infa/11/atiQn and ather data
COllated and mapped during the
initial phase of the project.
