<br />~ Metropolitan Council <br /> <br />Environmental Services <br /> <br />December 21, 2004 <br /> <br />TO: ALL MONTHLY SAC REPORT PREPARERS <br /> <br />SUBJECT: SAC FORMS FOR THE YEAR 2005 <br /> <br />Enclosed with this letter is the 2005 Procedures Manual, a SAC Credit Information brochure, and <br />master copies of the monthly Service Availability Charge (SAC) reporting forms. The reporting <br />forms have been updated and, as a waste-reducing measure, we are no longer sending a supply of <br />two-part forms. Copies of the master forms should be used for your monthly reporting. Here are <br />some key notes related to the SAC program: <br /> <br />I) The basic SAC unit rate in effect as of January 1,2005, will be $1,450. <br /> <br />2) The SAC rate to be charged is the rate in effect at the time of the permittee's payment to the <br />Local Government regardless of when the permitting process began. <br /> <br />3) The monthly SAC report and payment are due within 30 days of the end of each month. <br />Beginning in 2005. the Local Government's current retainage of I % of MCES SAC <br />collections will onlv be allowed as a discount for prompt pavment. Late reports forfeit this <br />discount. <br /> <br />4) Form MCES SAC-D is required for reporting all sewer-connected building demolitions as <br />they occur, to be placed on record as potential SAC units of credit. To be eligible for future <br />credit all previously unreported 2004 demolitions must be declared on Form MCES SAC-D <br />and remitted by January 31,2005. <br /> <br />5) Remember that a SAC credit is not used on Form MCES SAC-A to offset a SAC charge <br />until there is a new use of the site.
