The Rules also identifY. which governmental agency, or <br />jurisdiction is responsIble for preparing the <br />environmental review. The "Responsible Governmental <br />Unit" or RGU is generally the agency or jurisdiction <br />that has the most permittmg responsibility for a given <br />project. For land use projects that fall within cities, the <br />city is typically the RGU. <br /> <br />6. An EIS is the preferred form of environmental <br />review when a project is definitive and has known <br />characteristics that can be clearly measured and <br />understood. An example might be an airport runway, <br />or a landfill on a known site, with clearly established <br />characteristics. <br /> <br />2 <br />
