Meyer - Finance Director <br /> <br />Downtown Redevelopment Plannina Update <br /> <br />The City of Centerville will be receiving $75,000 in Community <br />Development Block Grant funds from Anoka County to assist in planning <br />the redevelopment of downtown Centerville. The City of Centerville is <br />adding $10,100 to match the grant funds and use for downtown <br />redevelopment planning activities. This grant will be finalized on April 26, <br />2005 and, shortly thereafter (May 2005), the city will be receiving a grant <br />contract and authorizations to proceed with grant funded activities. The <br />grant funded activities include a comprehensive infrastructure engineering <br />study; a housing and economic market analysis; and, a comprehensive <br />redevelopment plan. <br /> <br />The comprehensive engineering study will include a plan for storm sewer <br />and water improvements for the downtown area. This study will be <br />completed by Tom Peterson of Bonestroo Rosene Anderlik & Associates <br />and will begin as soon as the city receives an authorization to proceed <br />with grant funded activities. <br /> <br />The housing and economic market analysis will delineate the retail trade <br />area; estimate future residential development; estimate retail, service and <br />office space needs; evaluate the existing commercial area; determine <br />demand and absorption for residential development; and, identify types of <br />housing suitable for Centerville. This analysis will be completed by the <br />McComb Group and will also begin as soon as the city receives an <br />authorization to proceed with grant funded activities <br /> <br />The redevelopment plan will include an evaluation of the downtown; <br />meetings with stakeholders and the community; redevelopment options; a <br />refined master plan and streetscape; and, an implementation plan. The <br />Hoisington Koegler Group has provided a proposal for this activity but, <br />because of procurement requirements, a request for proposal process <br />may need to be implemented. <br /> <br />The net result of this process should be a concise redevelopment plan <br />representing the best interest of the community and stakeholders with <br />design, architectural character, layout, land use and tenant mix. All plan <br />activities should be completed in 2005 allowing for possibility of applying <br />for additional Community Development Block Grant funds, if needed. <br />
