City of Centerville
April 13, 2005
Council Meeting Minutes

Mr. Peterson provided Council with several drawings of interchange designs and asked

Council to consider them and provide input.

Council discussed the drawings and agreed that none of them adequately addressed the
City's concern and desire for a full intersection at 21" Avenue.

Mayor Capra indicated that Plan A would be a full intersection with no median and a
center turn lane all the way down and Plan B would be a % left in turn and get rid of the
water on the north side by moving down to the wetlands of Mr. Rehbein and then have
the County punch in a backage road straight across to access Northern Forest Products
and the County should pay for that.

Council agreed that the preferred option would be a full intersection at 21" Avenue but
expressed interest in exploring Mayor Capra's suggestion on the backage road.

Mayor Capra noted that right turn lanes have been added to the plan and she is concerned
about safety if someone should need to stop.

Mr. Peterson indicated that the right turn lanes are only at the intersections and the plan
shows an 8-foot wide shoulder in other locations.

Council Member Paar indicated that he would like the ponds moved or at least reduced in
size or elongated to allow as much room for commercial development on the site as
possible. He also indicated that the City needs to have access to that commercial
property .

2. Co-Interim City Administrators

Mayor Capra indicated that the City Clerk and Public Works Director have been
receiving an additional $4.00 per hour to compensate them for acting as Co-Interim City
Administrators. She then asked Council to consider when that pay should be removed
and when the new City Administrator will be up to speed.

Council Member Paar indicated that he feels the pay should be left for Ms. Bender
through the end of April and it should be removed for Mr. Palzer on April 15, 2005.

City Administrator Larson indicated that he feels a two to three week overlap should be
sufficient.

Motion bv Council Member Pur. seconded bv Council Member Lee to remove the
extra Dav for Mr. Palzer effective ADril 15. 2005 and remove the extra Dav for Ms.
Bender effective ADri129. 2005. AU in favor. Motion carried unanimouslv.

Council Member Lee thanked Mr. Palzer and Ms. Bender for assisting the City through
this interim period as well as the rest of the City Staff for working together to get the
work done.

Page 5 of8
