<br />City or Cenlelville <br />April 13, 2005 <br />Council Meeting MinuIfs <br /> <br />City Administrator Larson indicated that this item is for informational purposes and the <br />full report is available at City Hall for review. <br /> <br />6. Process for Filling Vacant Council Seat <br /> <br />City Attorney Hoeft explained that the vacant seat can be filled by appointment until the <br />next general election which will be in one and a half years and then the City will hold <br />elections for three Council Member seats and the Mayor. <br /> <br />Council agreed that the top' two vote getters would receive the four year terms and the <br />third would get the two year Council term. <br /> <br />7. Ordinance #8. Article 1. 15. - Compliance <br /> <br />Mr. Larson reviewed with Council Ordinance #8 concerning subdivision and the <br />application of Mr. Knabe to subdivide his property indicating that his interpretation of the <br />language in the Ordinance is that this should be required to go through platting and not <br />just be divided with a metes and bounds description. <br /> <br />Council discussed the matter and agreed but said it would be unfair to change the process <br />for this applicant midway through. <br /> <br />Mr. Larson indicated that there is the issue of benefit for City services and asked whether <br />Staff was to charge the newly created lot an assessment for those services. <br /> <br />Council asked Staff to look into whether this area was accessed on a per lot basis or by <br />front footage. <br /> <br />City Attorney Hoeft asked Staff to determine whether Mr. Knabe would have been <br />charged for two lots at the time of the assessment because the City has had the policy of <br />charging larger parcels with the ability to split for the number of lots that are possible. <br /> <br />Staff will research the matter and report back. <br /> <br />8. Police Commission (Anoka Detox Site) <br /> <br />Mayor Capra updated the Council on the last Police Commission meeting including the <br />issue with the closing of Anoka County's Detox site. <br /> <br />Mayor Capra updated Council on the Planning Commission meeting. <br /> <br />City Administrator Larson indicated that he would like to ensure that the City is utilizing <br />the Planning Commission for recommendations on all items related to Planning and <br />Zoning and does not want to circumvent them in an attempt to save time except on <br />extremely rare occasions when it is absolutely necessary. <br /> <br />Page 70f8 <br /> <br />~- <br />
