MenlO,.,

TO: Honorable Mayor & City Council Members

FROM: Kim Stephan

SUBJECT: CitizenlBusiness Person of the Year & Lifetime Achievement

DATE: April 6, 2005

Following is an excerpt from the March 16, 2004 EDC Meeting Minutes concerning
CitizenlBusiness Person of the Year. Attached is the Council action taken at that time.

Citizen I Business Person of the Year & Lifetime Achievement Award

The committee discussed the nominations for Citizen of the Year, Business of the Year and the
Lifetime Achievement Award. The nominations were sent out in the 2004 Business Directory to
approximately 1,300 residents, forms were available at City Hall and all council, committee and
commission members were reminded the nomination forms were due. The committee received three
(3) nominations for Business of the Year, one (I) nomination for Citizen of the Year and one (1)
nomination for the Lifetime Achievement Award. The committee does not believe there is interest
from the residents to participate in this program, nor is it a function of EDC to be involved in
Citizen of the Year or the Lifetime Achievement Award. EDC would like to continue with the
Business Person of the Year Award as it directly relates to EDC. The committee would like to
continue taking nominations for the Business Person of the Year until the next scheduled EDC
meeting scheduled for April 13, 2004.

Motion was made by Chairperson Burke, seconded by Vice-Chairperson Backman to forward
the Citizen of the Year and the Lifetime Achievement Award nominations on to City Council
for further consideration with no recommendation from the Economic Development
Committee. EDC would like to maintain and present the Business Person of the Year Award.
All in favor. Motion passed unanimously.
