<br />To: Anoka County Sheriff, Water Patrol Officer <br />From: Wayne LeBlanc <br />CC: Lino Lakes, Centerville, MCEA, Conservation Officer, Anoka Parks Director, Commissioner Rhonda Sivarajah <br />Date: March 28, 2005 <br />Subject: Please Deny Pennit for Slalom Water-ski Course on Peltier Lake <br /> <br />Due to obstruction of the normal use of Peltier Lake and due to the irresponsibility of the permit holder and ski partner who <br />use it, please do NOT issue a slalom water-ski course pennit to Gerald Lindner or Paul Dentz on Peltier Lake. If a permit has <br />already been granted, please revoke it. These are essentially the only two people who use the ski-course. The rest of the <br />people on Peltier Lake do NOT use the ski course. Hundreds oflake users are affected by 2 people. A permit was granted for <br />the years 2001 through 2004 and that whole east area of Peltier Lake has subsequently been unavailable to anyone else for 4 <br />years! (This area is the only place where I personally have ever caught a walleye.) See also Exhibit 1. <br /> <br />Lakeshore owners explicitly do NOT give permission for the slalom water-ski course. Exhibit 2 is a copy of the permit <br />application cover sheet. It explains the applicant must obtain letters of permission where the stnicture will be located. It also <br />explains there must be letters from the muhicipality (or muhicipalities presumably) in.which ii'ls located. <br /> <br />You now have before you, the equivalent of 19 letters AGAINST the permit for the slalom water-ski course on Peltier Lake. <br />Exhibit 3 is a list of people with shoreline property where the boat runs. The course is right in front of Mr. James Salo's <br />house and he explicitly does NOT give his permission. Exhibit 4 is a list of people living on the lake, some of whom have the <br />boat traveling in front of them. They do NOT give permission. And Exhibit 5 is a list of fishermen who are unable to fish in <br />the area of the ski course and they are_AGAINST the ski-course. <br /> <br />I watched very carefully how Gerald Lindner and Paul Dentz used the ski course in 2004. Exhibit 1 shows the relative <br />position of the ski course and the relative size of the impact and how it affects others. In fact, they typically ski beyond the <br />shaded area in the diagram going all the way to the north boundary of the no-wake zone line and on the south they curve west <br />and go another 500 feet or so beyond the shading. The shading shows roughly how much of the lake is occupied by their <br />aggressive activity. It is an aggressive activity because it basically blows away all other activities such as fishing, sailing, and <br />canoeing. I estimate they typically use about 2,500 feet of the lake. They could probably use less, but they don't. It looks like <br />they are trying to show everyone this is "their" area and for others to keep out. These are supposed to be public waters <br />available to anvone. but thev are not. <br /> <br />On August 30, 2002, I paid to have the sheriffs folder of information on the water-ski course duplicated. In looking through <br />that folder, I did not see any letters of permission from lakeshore owners. I did not see letters of permission from both Lino <br />Lakes and Centerville (the ski-course impact extends into both communities). I did not see any of a number ofletters that <br />should have been in that folder (more on that later). I did see a letter stating a Peltier Lake Ass(jciation Newsletter was <br />unlawful. Why would that damaging statement be in this folder? I am the Chainnan of the Asso.ciation and I am not aware of <br />any unlawful statements in the newsletters. (More on that later.) Did Gerald Lmdner makes these (false) accusations? Did <br />Gerald Lindner exert some kind of pressure to get his permits? <br /> <br />The lake has been environmentally damaged. Their behavior is irresponsible (more on that later). How can anyone justify <br />giving away 2,500 feet (about 20%) of Peltier Lake to two irresponsible people for their private use when there are hundreds <br />of fishermen and other users of the lake who are deprived of their right to use those public waters? <br /> <br />Please notify me bv April 8. in writing. what the decision is regarding a Permit for the ski-course. <br />OPTION I: If a Permit will not be issued. iust a statement about that is all that is sufficient. Ootion 2 is unnecessary. <br />OPTION 2: However. if. despite all the data presented here. a ski-course Permit will be issued anvwav. then. <br />with all due resoect. I have two other reQuests. please: <br /> <br />A. Please send me 8 applications. bv April 8. 2005. for Permits for structures to be put in Peltier Lake. This wav. I can <br />consider applving for a Permit for thousands of feet of Peltier Lake for mv particular activities and get it in at the <br />same time Gerald Lindner might put his in Peltier Lake. In 2004. he put his ski course in the lake onAnri115. iust <br />after ice out. Others mav be interested in applying for space for their own activities as well. <br />B. In addition. please read all the detailed information below and answer all questions that are underlined. <br /> <br />I hope Peltier Lake will be returned to the public this year.
