water column which will adversely impact the lake ecology and water quality and adversely impacts the nesting ability of the
high quality wildlife resources in the adjacent shore areas." See Exhibit 14.

The North American Lake Management Society expressed their concem for the situation. See Exhibit 15.

The Walter J. Breckenridge Chapter ofthe Iszaak Walton League expressed their concern. See Exhibit 16. There were many
more.

On May 24, 2004, after thousands of hours of hard work and the collection of 556 signatures, a:no-wake zone finally made
protection of the sensitive north part of Peltier Lake permanent. See also WWW.PELTlERLAKE.ORG.

Gerald Lindner and Paul Dentz have only shown impunity with their assault on the environment. Paul and Shelly Dentz had a
habit of dumping their dog waste in the wetland across the street from my house. It took a long time and many letters, but
fmally, the city of Centerville sent them a letter telling them to clean up their junk and to stop throwing their dog waste into
the wetland. See Exhibit 17. Paul Dentz insists on cutting aquatic plants at his property without a permit. He did so in 2003
and 2004. In 2003, he was asked to sign an aquatic permit form from the Lake Association and he just refused. There are
numerous other problems. See the letter to the Conservation Officer, Exhibit 18.

In the summer of 2004, Gerald Lindner and Paul Dentz violated permit 04F-3A51 0 with the way they cut hundreds of
thousands of pounds of plants. I tried to document their cutting with a few photos and I found me and my family
subsequently harassed by the Lindners. See Exhibit 19 for'details.

And, finally, see the article "Rookery Blues" in the Minnesota Volunteer magazine, March-April, 2004, Exhibit 21, on Peltier
Lake loss of habitat. Despite everything that has happened, Gerald Lindner continues to blatantly ignore the experts. In
"Rookery Blues", he states he wants the no-wake zone moved north of the island and that it should be only from April
through July. He clearly wants to set his ski course north of the island again. He has been seeking a way to get his course
north of the island, just recently, in 2005 too. Statements of experts and demonstrated environmental damage mean nothing to
him. He only cares about his ski course. His word carmot be trusted. He illegally ripped out 500,000 square feet of native
aquatic plants and has no regrets or apologies. He leaves his structures in the lake over winter which is illegal. He violates
permits. History has shown that if I ask questions, he tries to figure out a way to harass me and my family. Gerald Lindner
and Paul Dentz are irresponsible and should not be given a permit for a ski course on Peltier Lake.

I take no pleasure in writing this letter. In fact, it is very stressful, but it must be done to resolve the issue. The reason I am
presenting so much data (and I have not presented everything) is that there seems to be a history of automatically granting a
ski course permit for Gerald Lindner. I am hoping the permit will be denied. I am hoping people will see that two peqple who
have shown nothing but contempt for agreements and regulations do not need their own private 2,500 feet of Peltier Lake.

I am hoping Peltier Lake will be returned to the public. Thank you.

Sincerely,

Wayne LeBlanc
1677 Peltier Lake Drive
Centerville, MN 55038
651-635-6519 (day)
