It <br />is my understanding the purpose of the appraisal is to develop an opinion of the market <br />value of the fee simple interest in conjunction with a proposed acquisition of the <br />property by the City. It is my understanding the apprais,31 is required for the purpose <br />of securing a grant, and must meet the Uniform Apprais.al Standards for Federal Land <br />Acquisition (UA5FLA), since the City has applied to the ~tate of Minnesota for Federal <br />funding. You have informed me that the subject is unimproved lakeshore property, <br />located on the southeast side of Centerville Lake, and is owned by the City of 51. Paul, <br />Board of Water Commissioners. They also own the adjacent property to the north. <br /> <br />I would like to propose a firm quotation of not to exceed $2,000 to prepare an <br />appraisal in accordance with the Uniform Standards of Professional Appraisal Practice <br />(USPAPI, as well as the UASFLA. You may wish to note the above standard requires <br />a "Before and After" appraisal when a public entity acquires a portion of a larger <br />ownership interest from a private party. It is my understanding the City of St. Paul also <br />owns the adjacent property and therefore technically a Before and After appraisal is <br />mandatory. <br /> <br />.1- <br /> <br />REAL ESTAT!; APPRAISALS .
