RCWD Permit File 04-035. <br /> <br />Findings: <br /> <br />1. The proposed project entails a 15,000:1: SF church building and. <br />21,600:1: SF parking lot on 11.8:l: acres. In addition, a future 47,200:1: <br />SF church building and 51,100:1: SF parking lot are proposed. <br />Reconstruction of Lamotte Drive and Heritage Street was reviewed <br />under RCWD Permit 04-035. <br /> <br />2. Runoff from the existing building and parking lot drains north to an <br />existing vegetated swale before. discharging to stormsewer on <br />Heritage Street. The proposed stormwater management plan <br />includes a NURP pond and an infiltration swale for the currently <br />proposed church building and parking lot as well as all future phases <br />of development. Since more than 50% of the site is proposed for <br />redevelopment, stonnwater management is required for all <br />impervious areas (existing and new). <br /> <br />District rate control and water quality treatment requirements have <br />been satisfied for the subwatersheds with new and future <br />imperviousness. However, survey data and storage information is <br />required for the existing vegetated swales serving runoff from the <br />existing parking lot and church. Also, the outlet invert elevation for <br />the existing swales is required and must be modified to provide <br />sufficient storage and skimming capability up to the I-year event for <br />both the existing impervious areas and the proposed entrance drive <br />subwatershed. <br /> <br />The submitted geotechnical soil borings indicate clays throughout <br />the site and a low water table. Therefore, the proposed infiltration. <br />swale should be revised to be a biofi.ltration basin. <br /> <br />3.
