<br />c. The Authority shall follow the budget process for City depar1ments as provided by the City <br />and as implemented by the City Council and Mayor. <br /> <br />d All official actions of the Authority must be consistent with the adopted comprehensive <br />plan of the City and any official controls implementing the comprehensive plan. <br /> <br />e. That the Authority must submit all planned activities for influencing the action of any other <br />governmental agency, subdivision or body to the City Council for approval. <br /> <br />f That the Authority submit its administrative structure and management practices to the City <br />for its approval. <br /> <br />11. Obligations. The Authority must fulfill all of the obligation set forth at Minn. Stat. ~ 469.100. <br /> <br />12. Three Year Review PeriQd. Three years from the date of establishment of the EDA the Council <br />shall conduct a careful review to assess the benefits of the existence of the organization, and shall <br />determine whether to continue its operation thereafter. <br /> <br />13. Conflicts with Other Resolutions and Severabilitv of Provisions. All resolutions or portions of <br />resolutions in conflict herewith are repealed Should any section of this Resolution be held <br />unconstitutional or void, the remaining provisions shall nonetheless remain in full force and effect. <br /> <br />14. Effective Date.
